Title: Short-term national consultancy to Assess and Design an Information, Education and Communication (IEC) Campaign and Materials for Domestic Solid Waste Management
Maximum budget: VND 110 Millions ((all taxes included) – performance period of three months

With financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg, the CLIMATE ADAPTED LOCAL DEVELOPMENT AND INNOVATION PROJECT (CALDIP, VIE/033) launches a call for EOI for the acquisition of services for a short-term consultancy assignment “To assess and design an Information, Education and Communication (IEC) campaign and materials for domestic solid waste management in TT Hue”.

Service providers that are invited to express their interest to offer the services mentioned above are one or a group of national individual consultants. Indicatively, potential service providers will have to demonstrate their technical capacity and experience as per the following requirements:

• Master’s degree in communication, social marketing or another relevant subject, with at least 8 years of directly relevant experience in developing and leading IEC strategies and campaigns targeted at rural people;
• Knowledge on, and experience with the issue of domestic solid waste management; any experience with IEC campaigns, tools and materials specifically focussed on DSWM would be considered a major asset;    
• Excellent analytical and communication skills;
• Fluently bilingual English/Vietnamese.
• If additional IEC and social marketing materials are necessary, the consultant or one of his team must have the necessary design qualifications and experience for this input.  

The start of the contract is foreseen for 03 March and is to terminate on 15 May 2015. Services providers must be available for the entire period and willing to work in target districts of Thua Thien Hue province.

The maximum budget available for this contract is 110 million VND (all taxes included).

1. Expression of interest (in English).
2. Updated Curriculum Vitae of proposed consultant(s) (in English).
3. Demonstration of previous relevant work on IEC, including references from prior employers with contact details (at least 3 related copied contracts and/or sample reports).

The shortlist of candidates to be invited to submit a complete proposal will consist of the three (3) candidates with highest qualification and rank against the selection criteria.
