Title: Short-term national consultancy for commodity value chain analysis
Maximum budget: VND 220 Million (all taxes included) – performance period of four months

With financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg, the CLIMATE ADAPTED LOCAL DEVELOPMENT AND INNOVATION PROJECT (VIE/033) -- launches a call for EOI for the acquisition of services for a short-term consultancy assignment “To analyse commodity value chains in Quang Dien, Phu Vang and Phu Loc Districts, Thua Thien Hue Province”.

Service providers that are invited to express their interest to offer the services mentioned above are groups of individuals. Indicatively, service providers will have to demonstrate their technical capacity and experience as per the following requirements:

• A service provider may be a group of individual consultants in which it is requested to have at least three (03) key consultants for this assignment.
• Each consultant has a minimum master’s degree in rural economic development, business administration, or another relevant field; Any relevant specialisation in line with the focus of this assignment will be considered an advantage;
• At least 10 years experience in integrated rural development in Vietnam, from a technical or more market-oriented perspective;
• Excellent analytical and research skills, with minimum 5 years specific experience in value chain analysis and strategy development;
• Excellent communication skills, both in Vietnamese and English;
• Ability to work proactively and independently and within a tight timeframe, and build a good rapport with project stakeholders, local authorities and project beneficiaries.

The start of the contract is foreseen for 20 January and to terminate on 30 April 2015. Service providers must be available for the entire period foreseen and expected to work in Hue City and Quang Dien, Phu Vang and Phu Loc districts, Thua Thien Hue province.

The maximum budget available for this contract is VND 220 million (taxes included). Detailed TOR is attached separately.

Interested service providers are invited to submit sufficient documentation in response to the selection criteria (updated consultants’ CV, 3 latest copied contracts/reports of value chain analysis for each key consultant, and EOI letter). The shortlist of candidates to be invited to submit a complete proposal will consist of the three (3) candidates with highest qualification and rank against the selection criteria.
