Short-term Project Assistant

IFRC Delegation in Viet Nam is seeking a highly qualified Vietnamese National for the position of: Short-term project assistant to the  Global Road Safety Partnership Programme

Background
The Global Road Safety Partnership (GRSP) is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC). In September 2010 GRSP has also been nominated as the IFRC global reference centre for road safety. IFRC country office in Vietnam supports Vietnam Red Cross (VNRC) in implementation of their Strategy 2020.
As part of this effort in Vietnam, GRSP supports the implementation of globally recognized good practice activities that deal with specific risk factors such as motorcyclist helmet wearing, drink driving, speeding and occupant restraint. Activities usually target a particularly vulnerable road user, such as children, motorcyclists and pedestrians. The purpose of the GRSP programme in Vietnam is to reduce death and serious injuries as a result of road crashes in Vietnam. It is expected that GRSP programme in Vietnam, in addition to its support for VNRC, will also  collaborate and partner with key road safety stakeholders in the country (such as National Road Safety Committee and World Health Organization).

Currently the GRSP programme in Vietnam has two key projects:
The Bloomberg funded RS10 Project
The GRSI2 project.

Scope of Work
The role of the assistant is to support the GRSP programme manager to plan, implement and monitor all aspects of the programme and thus contribute to reducing death and serious injury on the roads in Vietnam.

The assistant will report to the GRSP programme manager.
Tasks and Responsibilities:
1. Support the GRSP programme by undertaking administrative and logistics tasks as required for the remaining 2011 RS10 project activities;
2. Support the GRSP programme manager in planning of RS10 and GRSI2-Child Road Safety Project, future activities;
3. Support IFRC country office on all relevant administrative requirements;
4. Coordinate with related organizations to schedule and organize meetings, seminars and site surveys for scheduled activities;
5. Act as an interpreter at the meetings, small-scale seminars/workshops and field surveys;
6. Translate documents as requested by the line manager/s and support in translation of seminar/workshop materials from English to Vietnamese and vice versa;
7. Other secretarial work and supportive work as required by the line manager/s;
8. Work with other units of the country office when requested by the line manager/s.

Travel
Undertake local travel as required. A flexible approach to work is required as out of hours demands may occur.

Lateral Relationships
1. Establish and ensure effective working relationships with the other staff.
2. Ensure effective working relationships with VNRC and PNS counterparts.
3. Ensure effective working relationships with technical and service departments at regional and Geneva Secretariat level.

Qualifications:
The assistant is expected to possess the following qualifications and experiences:
- Be of Vietnamese nationality and live in Vietnam.
- Hold a university degree in an appropriate field such as health sciences, education, transportation, management or English language.
- Good proficiency in both spoken and written English and Vietnamese.
- Preferably have experience in the road safety/public health field including project formulation, implementation operations in association with government at different levels.

Duration of Assignment
The assignment will be for a period of 3.5 months and be based in Hanoi.
