Short-term Project Consultant Climate Protection Fund
Rosa Luxemburg Stiftung – Representative Office in Vietnam (RLS Hanoi) - one of six political foundations of Germany supports partners in developing countries striving for social justice, strengthened public participation and economic development of their respective countries – now is seeking for a Short-term Project Consultant Climate Protection Fund to support the Climate Change program of Rosa Luxemburg Stiftung (RLS)
Country: Vietnam
Program: Climate Protection Fund, under Sustainable Development component Program duration: 2013 – 2016. Fund size: approx. 100,000 EUR/year. Contract duration: 05 months
Start: From beginning September to January 2014
Station: RLS office and travel to the project sites Contract type: Full time service contract. Part time service contract would be considered if the candidate can prove that (s) he can handle the job in a proper manner.
Reports to: Project Manager, Director of RLS.
Tasks
- Studying deeply in the project content of RLS partners to provide technical advice for climate change intervention.
- Assisting the project manager in developing the strategic planning with existing partners or expanding new partnerships.
- Writing a research paper on the recent developments of climate protection policies in Vietnam and the socio-economic aspects of climate change (migration, land issues, food security, income generation of farmers etc.) in English following RLS publication standards.
- Supporting the Project Manager to create a database and network on Climate Change issues in Vietnam and South East Asia.
- Supporting the RLS project manager and director in writing the annual report.
- Joining field trips and writing activity and field reports following RLS guidelines as well as for the RLS Website.
- Creating fact sheets about the RLS climate fund projects and updating information for the RLS management system.
- Collecting outputs from the RLS partner projects.
- Writing internal evaluations about the RLS partner projects.
- Participating in the events and network meetings of other organizations and NGO resource center and writing the report to update about it.
- Communicating with the partners in coordination with the RLS project manager.
Deliverables (all in impeccable English)
- Adapted version of the RLS strategic plan and paper for the years: 2014-2016.
- Research paper of Climate Change policies, including recommendations for RLS interventions.
- Network database for partners in Vietnam and South East Asia.
- Annual report.
- Field trip reports and articles for website.
- Internal evaluation report with recommendation for improvement.
Requirements
- Second degree in the fields of biodiversity conservation, natural resource management, or social – political science and have a strong background and experiences on Climate change issues in Vietnam and in the region.
- Minimum 05 years of proven track record in providing technical advice or strategic advice related to environmental issues or climate change.
- Experience with participatory approaches to project monitoring and evaluation, including indicator selection, data collection and management
- Knowledge and experience in working with local communities for climate protection initiatives.
- Widely connected with Climate Change networks in Vietnam and South East Asia.
- Critical thinking and analysis skills, open minded attitude.
- Fluency in English and Vietnamese in oral and written language skills.
