SHORT-TERM TRADE AND SUSTAINABLE DEVELOPMENT EXPERT

ARISE + Viet Nam is seeking to recruit various short-term experts for implementation of the Project Annual Work Plan Year 1 (2021-2022)  

“The ASEAN Regional Integration Support by EU (ARISE) Plus – Viet Nam Trade-Related Technical Assistance (ARISE+ Viet Nam)” is a European Union-funded project. The overall objective of the ARISE+ Viet Nam project is inclusive economic growth and poverty reduction in Viet Nam, while the specific objective of the project is to provide technical assistance to the Vietnamese Government to maximise Viet Nam’s benefits from preferential trade regimes, with a focus on regional trade agreements and the EU-Viet Nam Free Trade Agreement (EVFTA) and the EU-Viet Nam Investment Protection Agreement (EVIPA). DAI Human Dynamics is implementing this project together with consortium partners: VCCI, Eurocham and Gopa.

ARISE + Viet Nam is implementing activity FTA 1.7  with the overall objective to assist Ministry of Industry and Trade (MOIT) in establishing and operating Viet Nam’s Domestic Advisory Group (DAG) in line with Article 13.15 of the EU-Vietnam Free Trade Agreement (EVFTA)  and Decision No. 1201/QD-TTg dated August 6, 2020 by the Prime Minister.

We are urgently looking for interested candidates to join our team under short-term expert positions as following:

1. Expert 1  - Trade and Sustainable Development Expert 

Tasks

The following tasks will be carried out by the expert:

  • Conducting the first meeting with MOIT/Multilateral Trade Policy Department officers and Key Expert 1 to agree on priorities, scope activities, and offer suggestions
  • Researching best practices from the EU’s and other EU-FTA countries’ operation and framework of DAGs and drafting research and guidelines on how to establish and operate DAG in Viet Nam.
  • Developing training materials and organising three workshops/seminars to educate relevant leadership and potential DAG members on the aforementioned best practices
  • Providing support to relevant counterparts on establishing and operating the new DAG as necessary
  • Suggesting other actionable strategies to build capacity for the sustained operation of Viet Nam’s DAG
  • Advise on inputs funded through incidentals budget

Place of work: Ha Noi, Viet Nam

Qualification required

  • University degree, preferably at a Master’s level in law, economics, commerce, international relations, political science, public policy or related field
  • A minimum of 7-10 years of relevant experience
  • Experience in supporting implementation of TSD obligations under international agreements
  • Experience in analysing EU’s implementation of its FTAs and Viet Nam’s implementation of its FTAs
  • The followings are considered additional assets: experience with the public sector; engagement with projects financed by the Vietnamese government or international organisations
  • Experience drafting reports and guidelines and/or training materials for government agencies strongly preferred
  • Good networks with government agencies
  • Excellent English speaking, writing and communications skills is compulsory and excellent Vietnamese speaking, writing and communications skills is optional.

2. Expert 2   - Trade and Sustainable Development Experts

Tasks

The following tasks will be carried out by the expert:

  • Supporting, as required, Expert 1 in the research, development, and drafting of DAG guidelines and training materials
  • Research on legal documents on functions of line ministries and relevant agencies managing areas associated with EVFTA’s TSD Chapter and drafting research on this issue to provide Expert 1 to consolidate in the overall above research and guidelines.
  • Developing and leading training workshops to build DAG capacity
  • Advise on inputs funded through incidentals budget

Place of work: Ha Noi, Viet Nam 

Qualification

  • University degree, preferably at a Master’s level in law, economics, commerce, international relations, political science, public policy or related field
  • A minimum of 5 years of relevant experience
  • Sound knowledge of Viet Nam’s commitments under FTAs and how they are applied in practice. Knowledge of TSD Chapter is a plus
  • Demonstrable experience in doing researches and drafting reports and guidelines and/or training materials for government agencies strongly preferred
  • Sound knowledge of the Vietnamese legal system, particularly functions of the governments, different line ministries and agencies
  • The followings are considered additional assets: experience with the public sector; engagement with projects financed by the Vietnamese government or international organisations
  • Excellent English and Vietnamese speaking, writing and communications skills is compulsory.
