SHORT-TERM TRADE POLICY EXPERT AND COMMUNICATIONS EXPERT

ARISE + Viet Nam is seeking to recruit various short-term experts for implementation of the Project Annual Work Plan Year 1 (2021-2022)  

“The ASEAN Regional Integration Support by EU (ARISE) Plus – Viet Nam Trade-Related Technical Assistance (ARISE+ Viet Nam)” is a European Union-funded project. The overall objective of the ARISE+ Viet Nam project is inclusive economic growth and poverty reduction in Viet Nam, while the specific objective of the project is to provide technical assistance to the Vietnamese Government to maximise Viet Nam’s benefits from preferential trade regimes, with a focus on regional trade agreements and the EU-Viet Nam Free Trade Agreement (EVFTA) and the EU-Viet Nam Investment Protection Agreement (EVIPA). DAI Human Dynamics is implementing this project together with consortium partners: VCCI, Eurocham and Gopa.

ARISE + Viet Nam is implementing activity FTA 1.4. The overall objective of this activity is to ensure comprehensive and efficient utilisation of the portal so that it can effectively facilitate Viet Nam's integration into global trade. At minimum, the activity should ensure that all relevant information pertaining to the EVFTA can be found on Viet Nam’s new FTAP, and that the FTAP undergoes regular review, maintenance, and upgrading based on industry-level standards.

We are urgently looking for interested candidates to join our team under short-term expert positions as following:

1. Expert 1 - Trade Policy Expert

Tasks

The following tasks will be carried out by the expert:

• Conducting the first meeting with MOIT officials and KE1 to agree on priorities and scope of portal updates and offer suggestions
• Draft agreed knowledge briefs to be uploaded onto the portal on topics including but not limited to: news on Viet Nam and Viet Nam’s trading partners’ FTAs, Viet Nam and Viet Nam’s  trading partners’ laws, regulations, policies or decisions  regarding their implementation process, trade and investment data and statistics,  export and import procedures, updates on non-tariff barriers and on other regulations, etc.
• Develop training materials, including online training manuals with practical case studies and training videos
• Implement a clear strategy to generate content through various strategies (e.g., conducting interviews with experts, company leaders, and influencers on topics related to EVFTA and related business, recording and reporting on workshops and other activities related to EVFTA and share on portal website, etc).
• Establish regular relationship with Human Dynamic, EUROCHAM and ARISE+ project staff to sustainably support above tasks, and share KPIs report with ARISE+ for feedback
• Advise on inputs funded through incidentals budget.

Required qualifications:

• Master’s level, in Public Policy or related field
• A minimum of 10 years of work experience on international trade policies and WTO/FTA related matters
• Good experience in analysing Viet Nam’s implementation of trade agreements, including WTO and FTAs
• Good technical knowledge on trade in goods, customs, rules of origin, trade remedies, standards, services, investment, IPR, TBT and SPS issues, TPRM process, procedures and requirements, etc.
• Excellent skills in conducting legal and economic analysis and drafting news and training materials.
• Relevant previous trade policy work about Viet Nam is desirable
• Demonstrable experience writing, editing, and distributing various types of content, including technical materials, marketing materials, and other types of content that take the message to businesses and other import/export stakeholders; experience in drafting for government agencies, business communities strongly preferred
• Good networks with government agencies and business community
• Excellent skills in both English and Vietnamese languages is compulsory.

2. Expert 2 – Communications Expert

Tasks

The following tasks will be carried out by the expert:

• Support, as required, Expert 1 in the research, development, and updating of portal strategy, content, and training materials.
• Aggregate and publish relevant news regarding the EVFTA and related policies and updates.
• Implement a clear and costed Communications Plan strategy to generate content through various strategies (e.g., conducting interviews with experts, company leaders, and influencers on topics related to EVFTA and related business, recording and reporting on workshops and other activities related to EVFTA and share on portal website, making videos, posting to social media, etc.).
• Define a set of measurable Key Performance Indicators (KPIs) about the above tasks and produce bi-monthly KPIs report (e.g., through Google Analytics or other web analytics service) 
• Implement a targeted social media strategy to reach out to all relevant users to bring the portal to their attention (e.g. social media campaigns on Facebook, Twitter, or Zalo, monthly newsletters with updates about the portal, etc.). 
• From website analytics services, analyse portal usage rates for popular content and adjust content accordingly to improve portal traffic and retention.
• Advise on inputs funded through incidentals budget.

Required Qualifications

• University degree, preferably at a Master’s level, Communication/Marketing or related field
• A minimum of 3 years of work experience on international trade policies and excellent knowledge of Viet Nam’s commitments under various FTAs
• Demonstrable experience writing, editing, and distributing various types of content, including technical materials, marketing materials, and other types of content that take the message to businesses and other import/export stakeholders; experience in drafting for government agencies, business communities strongly preferred
• Demonstrable experience in web content managing / marketing analytics / digital marketing
• Good networks with government agencies and business community
• Excellent skills in both English and Vietnamese languages is compulsory.
