Simultaneous Thai-Viet and Vice Versa Interpreter/Translator
TITLE: Simultaneous Thai-Viet and vice versa interpreter/translator
Chemonics International seeks a Local consultant to act as Simultaneous Thai-Viet and vice versa interpreter/translator to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project in an observation visit to Thailand from January 7 -12, 2019.
Project Overview: The purpose of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems Strengthening Technical Assistance
- Global Collaboration to Improve Long-Term Availability of Health Commodities.
Background and Justification:
In Vietnam, antiretroviral (ARV) medicines for the HIV/AIDS program are supplied by three different sources: The Targeted Health - Population Program, PEPFAR, and Global Fund. With the reduction of financial support from PEPFAR and Global Fund donors, the Social Health Insurance (SHI) Fund will become the most important funding source to ensure a sustainable and uninterrupted supply of ARV medicines to patients.
With GHSC-PSM’s assistance, the Ministry of Health has successfully procured the first ARV drugs under Social Health Insurance Fund for 2019. The procured SHI ARVs are expected to be available to health facilities beginning in January 2019. In relation to this, the GHSC-PSM project, in the approved FY 2019 work plan, has planned to conduct an observation visit to Thailand to learn about Thailand’s system for drug procurement and supply chain management covered by social health insurance , specifically for anti-retroviral (ARV) drugs, from 7-12 January 2019 and will seek a short-term local consultant to provide professional simultaneous Thai-Viet and vice versa interpretation and document translation service for the above mentioned observation visit.
Purpose and Scope of work:
The interpreter/translator shall provide Thai-Viet and vice versa interpretation and document translation service for the delegation in an observation visit to Thailand from January 7 -12, 2019 including but not limited to:
- Interpretation during working sessions;
- Interpretation during field trip;
- Interpretation during courtesy lunch/dinner;
- Translation of documents for the observation visit;
- Interpretation in any other event during the observation visit.
Detailed tentative agenda of the observation visit is enclosed for reference.
Qualifications:
- Bachelor’s degree or higher in Thai language;
- Minimum three to five years’ experience acting as professional Thai-Viet and vice versa interpreter;
- Experience working in health sector preferred;
- Experience working with USAID or other donor-funded projects is a plus;
- Excellent interpersonal and communications skills.
Estimated Level of Effort
Up to a maximum of 6 days incurred within the timeframe in the attached tentative agenda.
For translation: quantity of documents for translation will be confirmed later.
Location of Assignment
This assignment is expected to take place in Thailand.
Expenses: Chemonics will cover interpretation service fee agreed between Chemonics and selected interpreter for actual working days. In addition to that, accommodation in Thailand (breakfast included), two-way air ticket (economy class), travel insurance, lunch during working days, per-diem for departure and arrival days (2 days in case no service fee is incurred) and a courtesy dinner for interpreter/translator will be covered by Chemonics.
Supervision
The local consultant will report to GHSC-PSM Health System Strengthening Manager in Vietnam.
