TERMS OF REFERENCE: SIMULTANEOUS TRANSLATION SERVICES for International Conference “Regional Dialogue Platform in Asia on Forecast-based Financing” – 13-15 June, Hanoi

1.    INTRODUCTION

The German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement. As a humanitarian organization, GRC assists victims of conflict and disaster as well as people affected by social or health related crisis. The Red Cross Movement assists vulnerable people without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. In Vietnam GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation, and Capacity Building.

The GRC Office in Vietnam together with the VNRC will organise an international conference on Forecast-based Financing (FbF)  in Hanoi between 13-15/06/2017.

Agenda: 13-15/6/2017 (3 days)

• Day 1 (Tuesday, 13 June) will address a broader forum of “newcomers” and those already involved in the FbF initiative including the IFRC and Red Cross Societies working in the region, representatives from Asian governments, UN, WFP, INGOs, scientific institutions and relevant donors. The goal is to create a general understanding about this initiative in Asia, share experience gained during the last three years in other regions and countries, to link partners and map interests. We expect around 100 participants.
• Days 2 and 3 (14 & 15 June) will involve a smaller forum of experts and practitioners who will share experience and will work further on specific tools of this programme.

2.    SCOPE OF WORK

The German Red Cross in Vietnam is seeking a team of 2 people to provide:

• Simultaneous translation from English into Vietnam and vice versa for Day 1 (expected duration 9 hours incl. 1 hour lunch break),
• Simultaneous translation (plenary) and whispering interpretation (working groups) from English into Vietnamese and vice versa on Day 2 and 3 (depending on the number of Vietnamese Participants who cannot communicate in English).
• Working hours will be from 9:00-18:00 on Day 1, and from 9:00-17:00 on Day 2 and 3

3.    QUALIFICATIONS

• Bachelor or master degree of a language university for English
• Excellent interpretation and  translation skills for  English - Vietnamese and vice versa
• Good references for simultaneous and consecutive translation for big international events
• Experience related to translating/interpreting themes around disaster risk reduction and climate change adaptation, Forecast-based Financing
