Social Development Officer (Safeguards)

The ADB-Viet Nam Resident Mission (VRM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB’s activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.

Description of Responsibilities

To technical support to the Viet Nam Resident Mission (VRM) in Hanoi and ADB Headquarters to ensure compliance of pipeline and ongoing ADB-assisted projects in Vietnam to the involuntary resettlement (IR) and indigenous peoples (IP) safeguards under ADB Safeguards Policy Statement (2009), and actively support the policy dialogue with the Government, capacity building and knowledge management to narrow gaps in the country safeguards policies/systems and improve effectiveness of safeguards implementation

Supervisor: Designated International Staff and senior National Staff

Selection Criteria

Specific criteria include

  • Bachelor’s degree in the social sciences, preferably with advanced training
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 8 years of relevant professional experience in social safeguard in Viet Nam
  • Demonstrated experience in liaison with government officials, non-government agencies, technical specialists and staff from international development institutions
  • Prepared to travel extensively and frequently in Viet Nam, including in remote locations
  • Good understanding of the IR and IP safeguards in major international financing institutions in Viet Nam
  • Good understanding of Viet Nam’s laws/regulations and procedures related to land recovery/resettlement, livelihood restoration, and ethnic minorities
  • Skills in social impact assessment and institutional analysis.
  • Able to interact in a professional manner with ADB staff and government officials
  • Able to work collaboratively with teams as a constructive team member
  • Strong oral and written communications skills in English
  • Strong client focus and high level of commitment to results
