BACKGROUND:

IRD VN is a locally registered social enterprise in Viet Nam.  IRD VN is a young, dynamic and growing organization.  Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.

Our organization is growing quickly and we are searching for an experienced consultant to assist IRD VN in supporting the scale-up of HIV social contracting in Hai Phong and Binh Duong through community-based organization (CBO) capacity building.

TASKS:

• Review IRD VN’s CBO social contracting assessment results and identify issue areas where technical assistance to CBOs should be prioritized by developing a one-page prioritization proposal 
• Draft a long-term and short-term high investment vs low investments roadmap for supporting CBOs to develop their capacities for social contracting
• Support IRD VN to assess CBO’s organizational, financial, and governance capacity for social contracting by producing and validating a detailed due diligence checklist based on VAAC social contracting and other legal requirements. The due diligence checklist will be presented and organized based on importance: 1) requirements that must be met and 2) requirements that should be met.
• Support IRD VN to address CBO’s organizational, financial, and governance capacity for social contracting by producing a package of templates for organizational development/HR policies, resource mobilization, finance and accounting, and procurement and contract management SOPs. Provide a one-day pre-field deployment training to IRD VN staff on how to use these templates. 
• Provide CBO technical assistance support in Hai Phong (3 days per month x 6 months, of which 1 day is a short day trip and 2 are overnight)
• Retainer for CBO technical assistance support (1 hour per week x 4 weeks x 6 months)
• Support CBO incubation IRD VN TA in Binh Duong

REQUIRED EXPERIENCE/SKILLS:

Academic credentials

• Bachelor’s degree in relevant discipline
• Master’s degree strongly preferred

Work experience

• Health-related work experience, especially in regard to Social Impact in HIV and CBO capacity bulding
• Fluency in Vietnamese and English (both written and verbal) is required
