Social Work Team Leader

VNAH and partner DAI is looking for a Social Work Team Leader for a 3 year project funded by USAID to be implemented in Danang, Binh Dinh and Bien Hoa from end of 2012 through Sept 2015.  The Social Work Team Leader will assist VNAH and its implementing partners to develop and maintain an “effective disability case management and a comprehensive referral system using an approach that is sustainable and replicable to other areas”, and to achieve the following expected results:

1.A force of professional social workers and case managers developed
2. A multidisciplinary referral system developed and functioning
3.Supporting policies developed and promoted

The Social Work Team Leader reports to the Deputy Chief of Party (DCOP), and manages a team of 1-2 project officers.   Travel to Phu Cat/Binh Dinh and Bien Hoa/Dong Nai is required.

General responsibilities:
The Social Work Team Leader has the primary responsibility of assisting VNAH in implementation, monitoring and evaluation (M&E), and managing relations with project stakeholders to achieve the above objective and results.   The Social Work Team Leader will ensure that the implementation of the social work objective is in accordance with USAID regulations and VNAH’s policy and ensure that results are accomplished as planned.

Specific responsibilities:
- Provide supervision  in setting priorities, planning and implementation of activities related to social work objective
- Ensure that all related activities are performed properly and results are achieved timely.
- Provide technical directions to team members and consultants in project planning, implementation, monitoring and evaluation
- Establish and manage relations with implementing partners and beneficiaries relevant to the objective, and provide troubleshoots as needed
- Prepare and submit work plan, M&E plan, progress report, annual report and other reports and documents related to the social work objective or as required by DCOP
- Undertake other duties as assigned by the DCOP

Technical responsibility:
- Work with local partners to establish and maintain teams of social work case managers  and supervisors at project sites
- Work with consultants to conduct training needs assessment, develop training plan and organize training activity for the development of social work capacity for case managers and supervisor participating in the project
- Provide technical leadership, assistance and training to case managers in assessment, case management, development and managing individualized support plan (ISP) for beneficiaries and evaluate progress and result of supports/interventions
- Encourage and ensure beneficiaries, care-taker’s participation in all processes of planning and making decisions of cares/services that they will benefit from
- Work with local partners to set up and maintain a referral system/referral process within the local social, health and educational services in order to effectively navigate beneficiaries to the needed supports/services
- Scale up the community-based rehabilitation programs in all districts of Danang and other project sites, as needed
- Work with local case managers and other project implementing partners to ensure that beneficiaries have access to, and benefit from the needed supports/services
- Develop and promote a quality assurance and user-satisfaction feedback regulation
- Implement a Disability Information System to improve policy implementation
- Support Disabled People Organizations (DPOs) involvement in advocacy and policy formulation
- Support local implementing partners to integrate social work services and case management to disability services within the local communities, and within the wider social, health and educational service systems in the project sites
- Develop Terms of Reference (TOR) for technical assistance, recruit and monitor consultants/trainers
- Participate in the design and capacity building efforts for the development of social work professionalism within the project sites, including development of training materials and training to relevant service providers

Qualifications:
- Master or higher level of education in social work
- A minimum of 5 years of experience in practicing social works and managing social work services/programs or case manager team
- Experienced in project development and management
- Experienced in social work with people with disabilities or multidisciplinary disability services is preferable
- Proven leadership, managerial and administrative skills
- Fluent in spoken and written English; excellent communication and writing skills
- Competent in spoken Vietnamese; familiar with Vietnam’s disability situations, social service systems is a plus
