The Vietnam Business Challenge Fund (VBCF) supported by the UK Department for International Development (DFID), and managed by SNV Netherlands Development Organization, is an effective market based approach for development designed to support the private sector in Vietnam to develop innovative Inclusive Business models that deliver both commercial benefits for the private sector and development benefits for poor people including job creation, income improvements and more affordable goods and services.

VBCF will offer support for Inclusive Business proposals across three areas including agriculture, low-carbon growth and infrastructure. These have been identified as areas in which Inclusive Business investments can deliver both commercial benefits for the private sector and developmental benefits for poor people, in terms of job creation, income improvements and availability of more affordable goods and services.

The Vietnam Business Challenge Fund will award grants to provide partial funding, of up to 49% of accepted proposal budgets, to [tentatively 20] firms operating in Vietnam through competitive calls for business proposals that are innovative, will benefit the poor, and be commercially viable.

SNV Netherlands Development Organization, as a result of an international competitive commercial tender, has been selected by the Department for International Development (DFID) – UK Aid- as the Fund Manager to run the Fund from September 2012 until the end of 2015.

SNV is to operate Monitoring and Evaluation, which requires a comprehensive and hand-on management information system (MIS). SNV is looking for a software developer (firm or individuals) to develop the MIS which meets the below overall objective. 

Objective

- To develop an MS Excel and/or MS Access database as part of the monitoring & evaluation process, Knowledge Management and also for internal and external reporting procedures.

Job Description

- Have several meetings to understand the project (Vietnam Business Challenge Fund)
- Review available forms and monitoring & evaluation plan
- Make recommendations about the alternatives for programming: MS Excel and/or Ms Access, other
- Develop the database and reporting programming
- Have meeting, presentations and discussions on progress

Candidate profile

- Knowledge and proved experience about Database programming languages; MS Excel and/or MS Access
- Experience or knowledge on development projects (valuable)
- Good at English language
- Good teamwork skills

Contract Duration: SNV Vietnam offers a two-month consultancy contract (tentatively)
Benefits: SNV offers consultancy fee based on qualification
Desired start date:  As soon as possible
