Position: South Region Coordinator

Duty Location: Ho Chi Minh and frequent travel out to project sites

Position Overview

The position is responsible for overall, day-to-day administrative, financial and programmatic management, monitoring, and reporting of the School Libraries Program implemented in Binh Dinh and southern provinces of Vietnam.

This position is based in Ho Chi Minh office with frequent travel to project sites in Binh Dinh and Southern provinces. The position will report to Literacy Director and manage SL POs and PA in charge.

Roles and responsibilities

Program activities
- Establish processes to standardize program work with an aim to maximizing program effectiveness and efficiency, and participation of local partners (including planning, implementation, monitoring and evaluation processes)
- Ensure all program activities are conducted to achieve the above-mentioned goal, including:

  • Site selection survey
  • Procurement of support items including books, educational materials, furniture.
  • Delivering support items including books, educational materials, furniture.
  • In consultation and collaboration with Literacy Director and staff develop training framework, training materials and deliver trainings on library management, set-up, reading periods, community engagement etc.
  • Other activities: support the planning and implementation of library activities, and other reading promotion events/activities for children, schools and communities

- Monitoring and evaluation:

  • Collaborate with RM&E staff to conduct regular support and M&E visits schools
  • Coordinating periodic Global Indicators collection and data entry into GSD
  • Facilitate mobilizers/ partners to set up their monitoring plans
  • Organize quarterly review meetings with partners to draw lessons learnt and improve program work (quality of support, procedures, etc.)
  • Visit project sites as needed and organize discussions with the school management team and local authorities in order to continuously assess the strategies of delivering RR support for the best impact and sustainability. 
  • Assist in conducting monitoring and evaluation of Room to Read libraries, including occasional case studies

- Budgeting: prepare detailed cost estimations for each project, specifying each school’s and/or NGO partner’s cost-sharing contribution and items contributed for the challenge grant.
- Reporting projects implementation progress to GO/RO, donors, partners as per required
- Document best practices and lessons learned during field work and share with other project sites, relevant local staff, the Country and Program Director and appropriate RO-GO staff
- Participate in any other activities which may be required to be undertaken to fulfill the objectives of the organization

Meetings/Networking
- Represent Room to Read at relevant meetings and assist in hosting key donor visits in the southern provinces.
- Building partnerships with NGOs in education sector and with relevant government authorities.
- Explore opportunities for partnerships and knowledge sharing with NGOs, experts and institutions involved in teacher training and literacy initiatives

Financial, administrative and human resources management of the School Libraries programs
- Prepare, update and monitor budgets, work plans, etc. for the program;
- Assist in preparing financial reports;
- Review and arrange approval and acquittal of contracts and payments in accordance with Room to Read Vietnam regulations and procedures;
- Ensure compliance with Room to Read and donor regulation of accounting and asset management;
- Supervise program staff and assist Literacy Director with regular staff assessments;
- Facilitate and support the work of external consultants and volunteers/ collaborators.

QUALIFICATION REQUIREMENT
- At least Bachelor degree in Social Science, Education or library science, and science
- At least five years of experience in programme management (including budgeting, budget management, program implementation tracking, etc.) with INGOs or international donors/projects working education sector.
- Knowledge and understanding of teaching methodologies,
- Experience developing and conducting workshop/training programs for teachers
- Experience working with Ministry of Education, local governments and other NGOs working in education sector
- Understanding of monitoring, evaluation, and process documentation
- Good interpersonal skills, and be able to work independently, as well as in a team.
- Fluent in written and oral English and Vietnamese.
- Be able to work under pressure.
- Willing to travel to and live in the province.
