World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:

01 Special Project Assistant of Son Tra District Resilience to Climate Change and Disaster risks project (SRCCDR) in Son Tra Urban Area Development Program, Da Nang City.

Work base: Son Tra UADP, Da Nang City.

INTRODUCTION

In Son Tra district, the most vulnerable population groups are the communities and children, whose main income sources are from small-scale fishing and fishery services (around 5,000 households), mainly in three wards of Tho Quang, Man Thai and Phuoc My. Due to limited investment, small boats, these local people are be able to fish in-shore with modest income; their houses are usually un or semi-solid as experiencing many typhoons.
Under cumulative suffering from disasters, the pressure of increasing urbanization and socio-economic development needs, many families in three target wards have to struggle to build their resilience. Disaster hazards, exposure to risk plus low income, rising living cost have resulted bad effects to safety, well-being as well as future of the children in the areas.

The proposed project aims to assist communities along coastal, urbanized Son Tra District - Danang city reduce their community’s vulnerability to natural disasters by linking disaster preparedness with mitigation and climate change adaptation. Community-Based Disaster Risk Management (CBDRM) and Community-based Adaptation (CBA) will be the main methodology for whole project management i.e. at-risk communities are actively engaged in the identification, analysis, treatment, monitoring and evaluation of disaster risks in order to reduce their vulnerabilities and enhance their resilience.

PURPOSE OF POSITION

The position assists the ADP Manager in implementation, and monitoring and evaluation (M&E) of the Son Tra Resilience to Climate Change and Disaster risks project, which aims at improving capacity in disaster and climate change mitigation and adaptation for local communities of 3 target wards: Tho Quang, Man Thai, Phuoc My of Son Tra district, Danang city, thus increasing their resilience to climate change impacts.

KEY RESPONSIBILITIES

Project start up:

  • Provide clear orientation on the project for project stakeholders
  • Assists the ADP Manager in preparing annual Plans of Action & Budget with the participation from local partners and community
  • Liaises and builds partnership with local partners and communities
  • Performs other tasks assigned by the line manager

Project Implementation & Management:

  • Coordinates with local partners in daily implementation of project activities against approved POAs at district and grassroots level
  • Documents “good practices”
  • Organizes workshops, training, and other capacity building activities as necessary.
  • Performs administrative tasks as assigned by the line manager
  • Work with other ADP staff to integrate the project into the current ADP in Son Tra effectively
  • Assist the ADP Manager to develop specific plan of Capacity building for the main stakeholders of the project.

Project Monitoring & Evaluation:

  • Assists the Project M&E Officer in maintaining the project  M&E system
  • Assists the Project Manager and the M&E Officer in preparing for Baseline survey, Mid-term and final evaluations
  • Work with partners to ensure effective regular monitoring and reflection of the project activities.

Partnering:

  • Liaison and effective relationships with other local partners, NGOs in project implementation and coordination in Son Tra are built and strengthened
  • Promotes CBDRR/CCA  for the whole district
  • Networking with local partners in the district.

Reporting:

  • Periodical reports in line with WVV and donors’ requirements
  • Other reports within responsibilities are made in a timely manner

JOB REQUIREMENT

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

  • A university graduate, preferably in social sciences
  • A minimum of 02 year experience in management positions within NGO working in disaster risk reduction/climate change adaptation and/or in development field in Vietnam. 
  • Strong command of report and proposal writing in English and Vietnamese.
  • Reasonable networking and diplomacy skills.
  • Sound project planning, management, monitoring and evaluation skills.
  • Basic understanding on disaster risk reduction and climate change adaptation
  • Strong knowledge in computer applications including word processing and spread sheets.
  • Team builder committed to the transfer of knowledge.
  • Willing to travel extensively and cover difficult assignments
