WORK CONTEXT / BACKGROUND:

WV implemented integrated Area Development Programs (ADPs) in Tua Chua and Dien Bien Dong in 2009. Those programs included four projects which were health, education, capacity building, and children sponsor relation in order to break the poverty cycle comprehensively. Livelihood component was a part of capacity building, focused on improving household economy and improving households’ cooperation capacity in husbandry. Therefore, WV and local partners established and applied a number of models such as Husbandry Hobby Group, Veterinary medicine cabinet, and ASCA (Model of Accumulating Savings and Credit Associations).

Although ADPs have made efforts in recent years to build the foundation for economy development of poor households and have had a lot of capacity building activities for households who needed to implement so that they can escape from main reasons of poverty. Therefore, the project would recommend this proposal to help the two ADPs continue improving quality of the program better as well as expand the coverage of project locations for children with more difficulties at target communes in particular, and in Dien Bien generally. The project will be implemented at all villages without ASCA, all target communes of ADP, including both ADP’s target and non-target villages. This will supplement to WV’s efforts for a better life of people’s families and children.

PURPOSE OF POSITION:

The position of project assistant will be under supervision, monitoring and support of Project manager, to implement activities at communities, enhance relations in community, mobilize resources, and help local partners promote their capacity. Together with partners to establish groups in communities, conduct trainings/communications to improve capacity for group members and communities then support target entities toward sustainable child well-being in poor families and communities.

KEY RESPONSIBILITIES:

1.     RELATIONSHIP & COLLABORATION

  • Effective establish work relation with partners including: Department of Agriculture and Rural Development, Veterinary station, Agricultural and Fishing promotion station, , Commune People’s Committee in project area, facilitators

  • Discuss with PMBs, VDBs, village leaders, community organizations, agriculture partners from district to commune level, veterinary officers, agriculture promotion officers, village officers to build plans for cooperation to implement and about responsibility of all parties.

  • Good collaboration with other project staffs of ADP to ensure good integration with other projects of ADP.

  • Support Project manager build cooperation relation and maintain effective network with relevant development partners, especially at district level in order to create conditions for effective establishment and activities of groups of husbandry/ASCA.

  • Support Project manager improve awareness of Christian, children, and community approaches in development among local partners and communities.

  • Well cooperate with regional technical staffs and district, maintain relation with commune’s officials of Agriculture and Economic development to ensure technical support for project implementation.

2.     PROJECT MANAGEMENT

  • All project activities will be implemented and cooperated according to Log frame/Poverty decrease project suitable with WVV’s Strategy of Economy and Agriculture Development.

  • Cooperate and coordinate with ADP staffs, project partners and consultants to build plan of action, make plan, implement, monitor and evaluate project activities and to ensure suitability, effectiveness, impacts and sustainability of the project;

  • Documents, data of socio-economic development and agricultural development will be collected and used for project’s goal;

  • Support Project manager in project planning, implementation and evaluation by developing and ensuring quality, realistic plan of action, budget and monitoring & evaluating activities, outputs and outcomes. This will be implemented suitably with WV’s evaluation according to Learning through Evaluation with Accountability and Planning (LEAP).

  • Community possession is encouraged by implementing activities with community participation to ensure that project resources will bring direct benefit to community members, especially for households with difficulties such as poor households, households which the owners are women, people with disabilities, children with malnutrition.

  • Establish community groups (husbandry/ ASCA groups).

  • Support knowledge and skills of husbandry (buffalo/cow) and savings for group members.

  • Negotiate and implement procedure of animal purchasing (cow), arrange handover timely and to the right beneficiaries.

  • Implement project with closed cooperation and relation with other ADP projects, especially in livelihood/nutrition to ensure effectiveness.

3.     PROJECT DESIGN, MONITORING & EVALUATION (DME)

  • The project schedule will be followed up and information will be updated continuously and cooperated with related partners in villages, communes and district.

  • Findings will be reflected in reports to follow up and ensure that correction actions will be implemented timely. Implement periodical reflection with partners/communities about impacts of project to planned outcomes/goal.

  • Support activities will be provided to Project manager’s reports including semi-annual report and annual report.

  • Good practices and lessons learnt of the project will be recorded and expanded.

  • Implement other admin tasks as per Project manager’s assignment.

JOB REQUIREMENTS:

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

  • College degree (prefer Agriculture or livelihood development).

  • 1 - 2 years of development experience, preferably development facilitation in and with communities.

  • Basic knowledge and understanding of key aspects of development work and agricultural sector in agricultural development.

  • Basic knowledge and Skills in facilitation of development processes, including organization, mobilization and influence of partners (especially at commune level) and partnering among different development partners.

  • Strong interpersonal skills and well-developed written and oral communications skills in Vietnamese.

  • Fair English skill.

  • Good computer skills in Word, Excel, PowerPoint and email.

  • 1-2 years of experience in the agricultural sector or economic development project. Specifically, experience in the project value chain, market access; Experienced in agribusiness training will be advantageous.

  • Experience in program implementation, community mobilization and participatory approach would be an advantage.

  • Experience in capacity building for local stakeholders/partners.

  • Experience of working with children and ethnic minorities.
