Special Project Officer

World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:

SPECIAL PROJECT OFFICER (Renewable Energy and Energy Efficiency Partnership – REEEP), work base: Lac Son or Yen Thuy district, Hoa Binh province.

Area Development Program (ADP) is a 10-15 year community development program that is an integrated approach to community development, emphasizing the process of community participation, ownership and sustainability, while addressing the macro and micro causes of poverty. WVV’s ADP’s are located in diverse geographic locations: from remote mountainous ethnic minority communities, to the Red River Delta and to the urban slums of Ho Chi Minh City.

“Sustainable Business Model to Deliver Renewable Energy to Rural Villages in Vietnam” Project is a new project supported by WVV that is expected to create a sustainable business model for using renewable energy and energy efficiency in ethnic communities in Yen Thuy and Lac Son, Hoa Binh, then in other areas in Vietnam. The model will be implemented in the two districts to enable testing and revision to ensure it is sustainable and overcomes challenges of delivering reliable energy to isolated villages with diverse topographies. Energy will be generated primarily through micro hydro where possible, or solar or biogas. Distribution of electricity will be through a local micro-grid with community level schools acting as the central point, with households connected from there. This arrangement will enable schools and households to utilize a higher proportion of electricity when they need it most (schools during the day – households in the evening).

The model will also include a pathway for the integration of the micro-system into the main electricity grid through arrangements with the Provincial Government to ensure compliance with policies and regulations. This will facilitate scale up of the micro-system model to communities in Vietnam in the future. It will incorporate a user pays system managed by a newly established community-controlled entity along with local electricity supply grid management groups. It will also look to link in energy efficient appliances such as very efficient electric rice cookers and improved wood stoves to broaden the energy benefits of the renewable energy system.

Purpose of the position:

The positions assist the Project Manager and ADP managers in design, implementation, M&E of activities of the A Sustainable Business Model to deliver renewable energy to rural villages in Vietnam, within goal, outcomes, and outputs in the project design document and annual/quarterly plans. 

Knowledge, Skills and Attitude Required:

- Bachelor degree on Environmental Sciences/Management, Energy or related fields
- Sound understanding on Renewable and Clean Energy Technologies
- Sound understanding on Environmental Protection Policies of Vietnam
- Sound project planning, management, monitoring and evaluation skills.
- Good community mobilization skills, including networking/coordination among different stakeholders, especially local partners.
- Good training and group facilitation skills
- Strong command of report writing in Vietnamese
- Good report writing and reading skills in English
- Good computer skills in Word, Excel, Power point and email.
- A good team player
- Ability to travel to the targets communes and live in a rural setting.
- A minimum of 02 years’ experience working in Renewable and Clean Energy/Environment and development field.
