INTRODUCTION

WV Vietnam implemented some pilot projects on WASH in An Giang, Quang Ngai (Tra Bong district), Hai Lang and Huong Hoa (Quang Tri). Recently WVV has implemented a new Watsan projectin Yen Thuy (Hoa Binh), Nhu Xuan (Thanh Hoa) and Tien Lu (Hung Yen) and Tra My also. The aim of these pilot projects is to address urgent WASH need in those needy target areas and find out suitable approaches which can be replicated in other target areas in coming years.

World Vision Vietnam‘s 2015-2017 WATSAN strategy is developed in alignment with WVV’s National strategy and the Vietnam’s National Rural Water Supply and Sanitation Strategy. Importantly, WATSAN strategy directly contributes to Child Well-Being Targets # 2, which is “To increase number of children protected from infection and disease”. In addition, the strategy also refers to the Target on Water and Sanitation sector mentioned in MDG 7: halve proportion people without sustainable access to safe water and basic sanitation by 2017.

As a one-year project, Tra My WASH project aims to contribute to the reduction of underweight rate among children under five years of age in the five target communes in Tra My district through water, sanitation and hygiene (WASH) interventions by November 2017. This project is funded by World Vision Korea and there is a full time project staff who is in charge of the project.

PURPOSE OF POSITION:

The position supports World Vision Vietnam to improve U5 children‘s health and nutrition status through improving awareness on water and sanitation and increasing access, availability, and utilization of clean water and sanitation in 05 target communes within one year in Bac Tra My district, Quang Nam province.

The position assists Tra My ADP Manager in designing, planning, implementing, monitoring and evaluation of project activities to achieve stipulated objectives, to expand the WASH suitable models into other areas and to transfer the ownership of the project’s development to the community when the project ends.

KEY RESPONSIBILITIES

  • Project Planning & Budget:
    • The project assessment & planning under the light of the donors’ requirements are finalized in close coordination and collaboration with the Project Team (including Health cluster of Central Zone)
    • Quarterly and Annual Plans of Action & Budget, Detailed Implementation Plans are prepared and approved by the relevant ADP Manager.
  • Design and Planning:
    • Detail POA is in alignment with the proposal of the Tra My WASH Project, and World Vision Vietnam‘s 2015-2017 WATSAN strategy.
    • Carry out POA of project with high participation and ownership to ensure the sustainability of the project.
    • Coordination with local partners in daily implementation of project activities against approved Quarterly and Annual Plans of Action & Budget at district and grassroots level in Tra My district is built and maintained.
    • Workshops, training, and other capacity building activities are organized as per the POA and on a necessary basis.
    • “Good practices” are documented and shared to interested stakeholders within the ADP locations.
    • Periodical reports in line with WVV and donors’ requirements, as well as other reports within responsibilities are prepared as per the deadlines.
    • Perform administrative tasks as assigned by the line manager.
    • Work with the schools, communities in the design of appropriate WASH facilities to ensure an effective intervention toward the target population
    • Assist in developing tools, implementing research in the field, and presenting findings to relevant audiences to ensure that the project has correct input for intervention strategy.
  • Implementation, Monitoring and Reporting:
    • Assistance is provided to the ADP Manager in project implementation and review by developing and ensuring quality, realistic plans of action, and budgets. 
    • Assist to establish and build capacity for the WASH structure (WASH management board, school boards, children clubs…) and help them work with the project effectively.
    • Facilitate the schools and communities by conducting child and community participation activities to ensure the project benefit to the children and local people.
    • With project partners, implement, monitor and evaluate project activities as well as report to WV and government counterparts.
    • Assist the ADP Manager to develop project reports, MSC stories, video, and photo voice including periodic narrative progress reports according to LEAP.
    • Process and lessons learnt of the project are regularly documented and shared with relevant local partners in the ADP, other ADPs and NO.
  • Networking:
    • Assistance is provided to the ADP Manager in establishing effective partnerships with selected government ministries, mass Organizations, NGOs for promoting and mainstreaming of Watsan best practices.
    • Assist Nutrition specialist and Health cluster of WVV to document lessons learnt and best practices, developing suitable WASH models and approaches that can be replicated in other ADPs.

JOB REQUIREMENT

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

  • A Bachelor degree in community development, social work and/or related fields.
  • Major in public health, environment
  • 3-5 years of work experience in the area of Environment or primary health care or community development.
  • Experience in INGO-funded project planning and implementation.
  • Conceptual understanding of commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;
  • Community mobilisation skills, including networking/coordination among different local partners;
  • Sound project planning, management, monitoring and evaluation skills.
  • Good report writing and reading skills in English. Good training and group facilitation skills
  • Good computer skills in Word, Excel, PowerPoint and email;
  • Conceptual understanding of contraction water systems
  • A good team player
  • Ability to travel to the targets communes and live in a rural setting.
