WORK CONTEXT / BACKGROUND:

EVAC project in Viet Nam is to care for and protect vulnerable children and youth from child trafficking, abuse, neglect, exploitation and all other forms of violence within supportive families and communities in 4 APs (Luc Yen and Van Chan APs in Yen Bai province; Muong Cha and Tuan Giao APs in Dien Bien province). From October 2017 to September 2020 (4 years), the project plans to achieve 4 main outcomes: (i) children and youth, especially the most vulnerable, are empowered with the skills and knowledge to reduce their personal risk to trafficking and related forms of violence; (ii) families and caregivers are provided with access to adequate and appropriate services in order to care for and protect their children; (iii) communities are strengthened and working together to create a safe and protective environment for all children; (iv)Systematic barriers are reduced to addressing violence against children, including trafficking.


PURPOSE OF POSITION:

Facilitate and support district, commune people’s committees or district/commune child protection committees to plan, implement, monitor EVAC project activities to achieve project annual outcome/outputs with integration with current AP and district/commune social economic development plans.

KEY RESPONSIBILITIES:

1. Planning

  • Facilitate and work Assistance is provided to district/commune child protection committees or district/commune people’s committees with technical support from Project Coordinator and DME Officer to develop Annual Project Plan of Action, then coordinate for the plan approval from World Vision and from district or provincial people’s committees.

  • Potential stakeholders and resources are identified for partnerships/ project planning and implementation in the target locations.

2. Project Activities Implementation, Monitoring and Reporting

  • Facilitate and support Government Child Protection from district to commune levels to implement 100% annual project plan of actions.

  • Facilitate capacity building for child protection system from district to commune on project implementation and on child protection capacity with support of DME officers and Project Coordination at National Office.

  • Work with child protection system from district to commune to make sure that all vulnerable children or youths to violence or human trafficking in project target areas are communicated or trained to prevent.

  • Support and facilitate child protection systems to provide direct assistance or coordinate referral services to most vulnerable children or youths or to victims of trafficking or other forms of violence.

  • Project activities at the AP level are monitored to ensure the project goal and outcomes are achieved

  • Attend reflection meetings at AP and EVAC meetings at national level

  • Project activities are implemented in integration with the other projects at APs and followed WV Viet Nam finance procedure and guidelines.

  • Project reports(monthly, quarterly, semi-annual, annual) are developed in good quality and delivered on time

  • Information about project activities is gathered and documented regularly

  • Ensure EVAC related document at field are filed for references

  • Support Project Coordinator in liaising with local partners upon request

  • Facilitate or implement other tasks relating to project implementation according to assignment of EVAC project manager.

3. Capacity Building

  • Facilitate or implement capacity building activities for child protection system from district to commune on project implementation and on child protection capacity with support of DME officers and Project Coordination at National Office; or with support from the provincial DoLISA.

  • Facilitate or implement other tasks relating to capacity building according to assignment of EVAC project manager.

JOB REQUIREMENTS:

The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:

• Bachelor degree

• Bachelor social science or related fields

• Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes;

• Community mobilisation skills, including networking/coordination among different local partners;

• Demonstrated training and group facilitation skills;

• Case management skills;

• Good time management and organizational skills;

• Good interpersonal and communications skills;

• Fair English, especially report writing and reading skills;

• Good computer skills in Word, Excel, Power point and email;

• 1-2 years of relevant work experience.

• Experience in INGO-funded project planning and implementation.
