Project Summary:

Vietnam Evaluation, Monitoring, & Survey Services Project (VEMSS) is currently seeking 3 positions of a Natural Resources Management Specialist; a Climate Vulnerability Specialist; and an Evaluation/Institutional Development Specialist for the project funded by USAID.

VEMSS, the five-year Hanoi-based project, implemented by Management Systems International (MSI) will assist the USAID Vietnam Mission to design and carry out various evaluations, monitoring surveys, and performance management studies. The project will also provide monitoring and evaluation training to Mission staff and implementing partners.

Position Summary:

1. Natural Resources Management Specialist (Vietnamese National)

  • Required experience includes familiarity with forestry, watershed and community-based NRM approaches.
  • Knowledge of natural resource accounting or economics is highly desired, as is experience working with provincial and district level organizations. Experience working with REDD+ programs and forest management entities in Vietnam would be beneficial, as would prior evaluation experience.
  • A relevant Master’s degree and a minimum of five years of relevant experience are preferred.

2. Climate Vulnerability Specialist (Vietnamese National)

  • Required experience includes knowledge of climate change vulnerability issues in Vietnam, and experience working with climate resilience and disaster risk reduction programs at the provincial or commune levels.
  • Knowledge of or experience with climate vulnerability assessment and planning is highly desired, and particularly as applied to coastal and delta areas.
  • A relevant Master’s degree and a minimum of five years of relevant experience are preferred.

3. Evaluation/Institutional Development Specialist (Vietnamese National)

  • Required experience includes an understanding of institutional capacity issues and approaches – both for government and non-profit organizations.
  • The position requires prior experience working on training, capacity building or similar programs.
  • Ideally, the candidate will have relevant capacity building experience within one of the activity’s program areas, e.g. watershed management, disaster risk reduction, or community-based naturalresource management. Familiarity with income generation programs would also be useful.
  • A relevant Master’s degree and a minimum of five years of relevant experience are preferred.

Qualifications:

  • A minimum of five (5) years of professional relevant experience is required;
  • Experience working on USAID or other donor-funded development programs;
  • Experience in performance monitoring and evaluation on climate change area;
  • Experience in providing training related to monitoring and evaluation services is desired, but not required,
  • Experience in providing technical quality control over M&E related services, including reviewing proposed evaluation methodologies, implementing agency monitoring and reporting systems and overseeing surveys;
  • An ability to manage workplans and lead meetings with senior government officials;
  • Master’s degree in business or financial administration, monitoring and evaluation, public policy or social science research, international cooperation/international development, or a related field (or 8 years of relevant experience in lieu of a master’s degree);
  • Fluency in Vietnamese and strong written and oral communications skills in English;
