PSI currently seeks a talented and motivated Strategic Information Director to work full-time with our dynamic, results-oriented team in Hanoi:

Job Title: STRATEGIC INFORMATION (SI) DIRECTOR

Job summary: The SI Director is a senior position in the organization, a member of the Senior Management team and responsible for overseeing all research, monitoring and evaluation activities for PSI/Vietnam. This includes a range of quantitative and qualitative research studies to inform and monitor/evaluate social marketing programming. It also includes oversight of routine collection and analysis of monitoring information system (MIS) data. The SI Director is responsible for developing quantitative and qua litative research design, research tools and instruments, selecting and working with local research partners, analyzing data and developing high quality written reports summarizing results, disseminating findings to donors, government partners and stakeholders. The SI Director also provides oversight to ensure MIS systems, data collection and analysis meet quality standards. The SI Director supervises the Researcher as well as the M&E Officer(s) and provides overall management support for all SI activities.

Major duties:

  • Plan, co-ordinate and oversee all PSI Vietnam research and M&E activities.
  • Liaise closely with the Regional Researcher & others in the PSI global Evidence team to ensure that all SI activities comply with international best practice and utilize PSI methodologies, techniques, instruments and tools.
  • Ensure monitoring systems accurately capture all program outputs and impacts and meet management needs. Support the timely collection, analysis and use of quality M&E data.
  • Improve use and availability of secondary research resources and overseeing secondary data analyses as necessary.
  • Oversee development of evaluation tools and guidelines for data collection, reporting, auditing and other data quality assurance measures.
  • Create, manage, and implement a budgeted annual Research and M&E plan.
  • Support and develop the technical capacity of the Researcher and M&E team.
  • Provide evidence-related input to log-frame development, proposals and reports.
  • Co-ordinate with Regional Researcher and others as relevant to ensure writing and timely production of high-quality research reports.
  • Ensure quality and timely evidence is used throughout the organization to drive decision-making and measure progress.
  • Raise the profile of PSI/Vietnam research and MIS data by leading on data dissemination - including presentations at internal and external meetings and other events with government, donor partners and the wider health community.

Selection criteria:

  • Masters or PhD in public health, behavioral sciences, population studies, psychology, communication, or related field
  • At least 7 years of professional research experience including at least 3 year of managerial level
  • Demonstrated ability to design, analyze, disseminate, and manage quantitative and qualitative behavioral research
  • Extensive knowledge of SPSS, STATA, R and the ability to conduct multivariate analysis
  • Knowledge of Salesforce, QGIS or Arc GIS and advantage. Experience analyzing qualitative data
  • Excellent analysis and writing skills
  • Excellent interpersonal and presentational skills
  • Fluency in English & Vietnamese
