Travel requirements:     Infrequent travel for knowledge sharing and training within Viet Nam

BACKGROUND :

IRD VN is a locally registered social enterprise in Viet Nam.  IRD VN is a young, dynamic and growing organization.  Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.

We are looking for a qualified, independent, experienced and functional Strategic Information Manager to assist with the execution of duties.

MAIN DUTIES AND RESPONSIBILITIES :

This position will be responsible for the following activities:

1.     Strategic Planning:

  • Develop and implement strategic plans for the organization's information management and data systems.
  • Align the strategic information program with the overall organizational goals and objectives.
  • Identify and address emerging challenges and opportunities in the strategic information landscape.
  • Collaborate with cross-functional teams to ensure the strategic information program supports the organization's mission and priorities.

2.     Project Management and Technical Support:

  • Oversee the planning, development, and implementation of information management systems, including case surveillance, HMIS, and data management.
  • Coordinate with IT vendors, government partners, and relevant stakeholders to ensure the successful procurement, deployment, and maintenance of IT systems and services.
  • Provide technical assistance and support to project partners on data systems.
  • Assist in training new staff on data systems and procedures.
  • Support the implementation of field activities and guide provincial partners

3.     Financial Management:

  • Manage the budgets and financial aspects of grant agreements related to strategic information.
  • Develop work plans for grant agreements and ensure organizational subcontracts are up-to-date and on track.
  • Coordinate with internal and external stakeholders to tender IT services and meet deliverables.

4.     Staff Management and Supervision:

  • Supervise and guide the strategic information team.
  • Ensure team members have the necessary skills, resources, and support to fulfill their responsibilities.
  • Promote professional development within the strategic information team.

5.     Stakeholder Management:

  • Coordinate and collaborate with government partners, IT vendors, and other relevant stakeholders to ensure effective implementation of the strategic information program.
  • Represent the organization in stakeholder meetings and discussions related to strategic information activities.
  • Support information exchange and coordinate with experts on managing and updating data visualization dashboards.

6.     Others

  • Other activities requested by IRD VN management.

REQUIRED EXPERIENCE/SKILLS :

  • Master's degree in public health, information management, or a related field.
  • 3-5 years of experience in strategic information, project management, and data systems implementation.
  • Demonstrated expertise in HMIS, data management, and data analysis/visualization tools (e.g., Power BI).
  • Strong project management and problem-solving skills.
  • Excellent communication and stakeholder management abilities.
  • Experience working with government agencies and international development organizations.
  • Proficient in English, both written and verbal
