Save the Children in Vietnam (SCiV) has been implementing Sponsorship Program since 2013 in partnership with the government partners in Lao Cai province, including District People’s Committees, Department of Education and Training, and Department of Health of Lao Cai Province The program has the following components: Early Childhood Care and Development (ECCD), Basic Education (BE), School Health and Nutrition (SHN), Adolescent Development (AD), and Child Protection (CP) in 48 communes of five targeted districts. Gender and Child Participation are considered as cross-cutting themes in all the components. This is a part of the Global Sponsorship Program of Save the Children International.

By 2024, the Vietnam Sponsorship program is in the year 10 of the program implementation phase and about to do all the necessary preparation for transition in the current impact area and phase-in new impact area. The new program goal is to promote transformative social changes that address root causes of inequality and discrimination against children, with specific focus on promoting gender equality, disability inclusion, social protection and dignity & wellbeing for all. The end-line performance evaluation will provide a comprehensive picture of the program’s impacts, as well as important assessment of the program’s coordination, partnership and implementation process, which significantly contributes to the design of the next 10 years of the Sponsorship program in Vietnam.

We are looking for a Supplier to conduct end-line performance evaluation for project Child-centered Community Development in Lao Cai Province.

The selection criteria can be found in attached “Appendix 2 – Selection criteria”.

Interested suppliers can send their competitive packages in English via email included:

  1. Copy of business license for firm or Identity card and PIT code for group of consultants
  2. Technical proposals for End-line performance evaluation
  3. Financial proposals with breakdown cost (attached Appendix 1 – RFQ) and with confirmation to comply with SCI compulsory policies (as mentioned in Appendix 1- RFQ).
  4. CVs of team leader and team members
  5. List of verified publications.
  6. Evidence of sustainability criteria (if any)

The competitive offer package must be received no later than 17:00 -06-November-2023. Failure to meet the closing time may result in the offer being void.

  • Technical proposal and commercial proposal should be submitted in 2 separated emails.
  • The subject of the email should be “PR230922/Bidder Response – ‘Supplier Name’, ‘Date’’, Technical proposal/ Commercial proposal.
  • All attached documents should be clearly labelled so it is clear to understand what each file relates to.
  • Emails should not exceed 15mb – if the file sizes are large, please split the submission into two emails.
  • Do not copy other SCI email addresses into the email when you submit it as this will invalidate your bid.
