Recruitment Information

Background: Agronomes and Veterinaires Sans Frontieres (VSF-CICDA)  is an INGO working in Vietnam since 2000 with more than 10 projects implemented. Project’s activities focus on supporting the poor farmers living in the  remote, difficult and upland areas, reducing poverty sustainably through development of small- scale animal production, strengthening veterinary services and diseases prevention and control in livestock and poultry. PALD (Poverty Alleviation through Livestock Development) project is cooperated between Swiss Agency for Development (SDC) and Ministry of Agriculture Rural Development (MARD) entrusting to VSF-CICDA and National Institute Animal Science (NIAS) implementing in 3 provinces (Phu Tho, Son La and Yen Bai) since 2005. Project’s objectives are improving income of farmers through livestock services and adaptable, sustainable and replicable animal production models. Project has 3 components:

a) Component 1:  Strengthening pig and poultry raisers’ capacity
b) Component 2: Strengthening accessing capacity to value chain/market analysis
c) Component C3: Sharing knowledge and information

Given success in term of socio-economic as well as in technique results of PALD project in the 1st phase,  SDC – the donor , has submitted to expand project to more 5 districts of Phu Tho, Yen Bai and Son La provinces to strengthen and consolidate sustainability of animal production models, achieved result analysis and farmer support to access to market

PALD currently recruit:
01 Technical Advisor (TA) for Component 2: (Selected candidate will start working in December 01, 2012)
To Provide technical support and assist the Coordinator of Component 2 (C2) in implementing activities under C2 on market analysis/ value chain approach capaccity building (% position: 50% based in Ha Noi and 50% based in the field).
Key responsibilities:
- The C2 TA reports to the Chief Technical Advisor under technical service contract. His/Her main tasks are as follows:
- Collaborate with C2 Coordinator in planning and implementing annual activities under C2;
- Play a part in the project annual planning;
- Work closely with Component Coordinators, Provincial Coordinators, and District Focal Points to fulfil assigned tasks;
- Ensure smooth cooperation with local partners at different levels and proper implementation of project activities;
- Make recommendations on methods to enhance roles of actors along selected value chains, value chain development and gender mainstreaming; especially for farmers to sell their products;
- Organize events at different levels to introduce FIG’s products;
- Support C2 Coordinator in developing related documents as Market newsletter & brochures;
- Supports the monitoring and evaluation of the project activities under C2;
- Ensure the delivery of project activities in a timely manner;
- Generate data for reporting on the component progress; Prepare and provide periodical reports;
- Other tasks requested by CTA.

Qualification:

- Bachelor Degree on economy, social sciences, community development, gender empowerment, and related fields;
- Good commands of English or French (both written and spoken) (preferable);
- Knowledge in value chain development and gender mainstreaming (preferable);
- Experiences in working for development projects and international NGO (preferable)
- Good communication skills, especially with government partners;
- Computer literacy;
- Good presentation and inter-person skills.

Remuneration:

Remuneration will be offered in accordance to candidate’s competence and work experience. Besides, Social insurance and other benefits, i.e.: accident insurance, mobile charges… will also be covered.
