Innovation Fund

PMI-LED is a project funded by the Canadian Government through Global Affairs Canada and implemented by the Federation of Canadian Municipalities in Vietnam. PMI-LED is implemented in collaboration between the Federation of Canadian Municpalities (FCM) and the Association of cities of Vietnam (ACVN). The project aims to increase community prosperity by supporting local governments to introduce and strengthen innovative and inclusive approaches to local economic development, trade and investment with a special focus on the economic empowerment of women and youth. PMI-LED assists participating local governments to develop skills, plans and tools for LED in a number of ways including through training, technical assistance and professional exchanges between Canadian and Vietnamese practitioners and through the LIF.

The PMI-LED Local Innovation Fund (LIF) is a component of PMI-LED that provides small grants and technical expertise to communities participating in PMI-LED to help them achieve their local or regional economic development goals. Local Governments and their community partners apply to the LIF for funds to help them plan and implement innovative Local Economic Development (LED) initiatives that benefit their entire community, especially women and youth.

The LIF makes small funds available to local governments and their partners for innovative initiatives that contribute to inclusive local economic development, regional trade or investment. The Fund aims to help participating local governments, their communities and economic development stakeholders to collaborate in addressing economic challenges and taking advantage of economic opportunities in their area. The structure of the LIF reinforces good governance, civic engagement, sound planning, transparency and accountability and strengthens the project management capacities of the local governments that receive the
funds.

The LIF mechanism is designed to contribute to achievement of PMI-LED results and therefore will be made available for innovative initiatives that aim to:

• Facilitate access to decent jobs for women
• Facilitate access to decent jobs for youth
• Help women entrepreneurs to start-up or enhance their enterprises
• Help youth entrepreneurs to start-up or enhance their enterprises
• Provide training or services to women, youth and/or other disadvantaged persons working in the informal sector
• Strengthen women’s business support networks, associations, cooperatives and organizations that serve women and represent women’s economic interests
• Implement regional economic development strategies to increase business opportunities in economic corridors and growth-poles
• Stimulate intra-regional and international trade among MSMEs
• Implement business attraction, retention and investment (BARE) models and tools to stimulate private sector growth and create employment opportunities, such as city branding, revitalizing downtowns and upgrading commercial and industrial spaces
• Encourage investment in emerging sectors such as climate change mitigation and the green economy

The PMI LED is recruiting the position of a Technical Assistant for supporting the implementation of the LIF in PMI LED participating cities/towns (Can Tho, Cao Lanh, Hong Ngu, Sa Dec, Chau Doc) with the ToRs attached.
