Technical Manager; Senior Technical Officers
FHI 360 is an international, non-governmental organization that works with the Vietnam Ministry of Health, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. In Vietnam, FHI 360 is currently building the capacity of local organizations in HIV prevention, care & treatment, drug treatment policy, and drug treatment practice.
We are currently seeking qualified, experienced, and highly motivated candidates for the positions of Technical Manager, Senior Technical Officer and Technical Officer to work in our HIV Care & Treatment programs.
1. Technical Manager position (based in Hochiminh City)
- Provides management and guidance to HCMC based staff, implementing partners, and USAID counterparts.
- Provides technical leadership, direction, and management of clinical quality improvement including HIVQual and Cascade of HIV Care quality improvement and monitoring interventions
- Provides technical mentoring support to FHI360 staff on clinical mentoring and site management to insure that partners in OPCs are satisfying SA obligations and complying with national guidelines
- Provides and/or oversees strategic direction, training and facilitation of clinical mentoring and trainings on ARV treatment, TB/HIV guidelines and coordination, care and support by C&T team including training materials; surveys; SOPs; and quality improvement tools development, adaptation, revision.
- Works closely with other units including health system strengthening/HTC to ensure strong linkages and effective processes are in place for integrated programming across the cascade of HIV care
- Supports FHI 360 national TA task force or “think tank” in sharing HCMC experience, improving knowledge sharing, and formulating effective technical assistance activities that can be scaled up across Vietnam agencies to comply with national guidelines
- Collaborate on technical issues related to cascade of HIV care alongside key stakeholders in Vietnam (e.g., UNAIDS, CDC, WHO, USAID and others)
- Collaborates and represents FHI 360 to the Ministry of Health (MOH), the Vietnam Authority of AIDS Control (VAAC), Provincial Health Services, HCMC Provincial AIDS Committee (PAC), donors, USG partners and other stakeholders
- Doctor of Medicine, Post-graduate diploma level II with a minimum of 5 years experienced in HIV/AIDS programing
2. Senior Technical Officer/ Technical Officer positions depending on persons’ experience (based in Hanoi or Hochiminh City)
- Provides technical assistance for the program on clinical mentoring, clinical document development and clinical related trainings and support to Care and Treatment program.
- Provides and/or oversees training and facilitation on clinical mentoring and trainings on ARV and OIT treatment in OPCs, prisons, and TB units; and support to C&T team on training materials; SOPs and tools development, adaptation, revision.
- Works closely with relevant stakeholders to put in place and maintain operational M&E and HIVQual systems
- Represents FHI 360 in relevant strategic meetings and events to provide technical leadership in the area of clinical related works
- Doctor of Medicine, Post-graduate diploma level II with a minimum of 5 years experienced in the area of diagnosis, treatment & care of HIV/AIDS, Infectious Diseases, or Tuberculosis patients
General requirements for the positions:
- Extensive knowledge and experience in health education and development programs in Vietnam.
- Strong ability to provide leadership and direction to their teammates and also technical advisors to our partners. Preference will be given to candidates who have demonstrated leadership in their career, be it clinical, research or peer activities.
- Ability to handle multiple tasks simultaneously and to prioritize and respond in a timely manner to stakeholders.
- Strong interpersonal skills and demonstrated ability to transfer knowledge in a culturally sensitive manner.
- Excellent written and oral communication in both Vietnamese and English.
- Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPoint...)
