Technical Officer

The Vietnam Red Cross Society is a humanitarian and social organization founded on 23November 1946 by President Ho Chi Minh who was also its first honorary President. The Society is an active member of the International Federation of the Red Cross and Red Crescent Societies (IFRC) and the Vietnam Fatherland Front. The society operates nationwide with seven focused area: emergency relief and humanitarian aid; health care; first aid; donation of blood, tissues, organs and bodies; tracing of relatives missing in wars, natural disasters and other disasters; dissemination on humanitarian values;participation in disaster preparedness and response.

The French Red Cross seeks to prevent and alleviate human suffering and to improve the situation of vulnerable people. The French Red Cross carries out activities in France and worldwide, in close coordination with the International Red Cross and Red Crescent Movement and their sisters organizations. The French Red Cross core areas of intervention are: social care, health, disaster preparedness and relief with a transversal emphasis on capacity building. Since 1990, the French Red Cross (FRC) has been working together with the Vietnam Red Cross (VNRC) to implement humanitarian and development activities with a special focus on community-based water and sanitation project.

Within the framework of this cooperation, the French Red Cross and Vietnam Red Cross are implementing a development project in North-West provinces of Vietnam aiming at improving gender equality and water, sanitation and hygiene (WASH) conditions in ethnic minority areas.The project: “Improving gender equality and water, sanitation and hygiene (WASH) conditions in ethnic minority areas”.It is a 3-year project funded by EuropeAid and the French Red Cross. Within the framework of this project, the VNRC and the FRC are seeking an experienced Technical Officer to supervise all relevant construction activities.

Job Description
1.1. Duration
6 months with possible extension.
1.2. Location
FRC-Delegation of Vietnam – Finance Officer – 04/2012
The position will be based in Lai Chau with frequent travel to the provinces of Son La and Dien Bien for supervising the project’s construction activities and to Ha Noi for coordination purpose.
1.3. Duties and responsibilities
Under the direct supervision of Head of Delegation and Project Officer, he/she will be responsible for all the technical aspects of the project.
The specific duties and responsibilities include:
- To check the quality of building materials and equipments provided by contractors, the quality of the construction and all relevant supporting documents justifying costs throughout the construction process.
- To supervise the assessment and design of water networks conducted by designer.
- To check, revise all the deliverables provided by designer and ensure that those meet the technical requirements and that the cost estimation complies with the budget constraints.
- To develop technical requirements for the selection of contractors for water networks and participate in this process.
- To ensure that contractors respect the design and use proper technique for construction.
- To mobilize the participation of the target population during the construction of infrastructures as committed
- To provide trainings on community supervision, management, operation and maintenance of water networks.
- To work with local authorities to facilitate the activities related to construction.
- To set up O&M committee for the sustainability of school latrines and water netwo2. Application Procedurerks
- To modify the design of family latrine under the guidance of the Head of Delegation.
- To supervise consultancy in providing the training on family latrine construction to the volunteers of the project.
- To monitor the construction of family latrines on a regular basis.
- To support the staffs of Viet Nam Red Cross and its provincial chapters in technical activities.
- To write a weekly/monthly report directly to Project Officer on technical issues.
1.4. Minimum qualifications
Educational background:
- University Degree in Construction, Water Resources or other relevant degrees.
Working Experience
- At least 3 years of working experience as a technical officer.
- Experience in supervising/following-up water system and school latrine construction
- Experience in working with communities.
- Experience in providing/facilitating trainings.
- Experience in working in an international environment is an asset.
Knowledge
- Good knowledge of water networks and sanitation.
- Knowledge of Red Cross / INGOs working environment is an asset.
Language/Computer FRC-Delegation of Vietnam – Finance Officer – 04/2012
- Being competent in MS Office programs
- Being familiar with Autocad;
- Having fair skills of written and spoken English.
Personal Skills and Abilities
- Good interpersonal, communication and negotiation skills;
- Ability to work in team, independently and in stressful situations;
- Sense of initiative and responsibility.
