CONTEXTUALISATION:

Project Information :

The project Thrive Together: Empowering young people with disabilities in Asia aims at improving access to employment and entrepreneurship for youth with disabilities in the Philippines, Indonesia, and Vietnam. In Vietnam, during 24-month duration, the project will support at least 110 youth with disabilities to access to decent and meaningful employment and increasing economic resilience especially in times of crisis and disaster. At the same time, the project will work with private and government offices, civil society organizations (CSOs), technical-vocational education and training (TVET) institutions, and organizations of persons with disabilities (OPDs) in building their capacities to promote workplace inclusion and inclusive service delivery.

About the position :

The Technical Officer (TO) will work as part of the Thrive Together project team. The TO will contribute to the implementation of the project by providing technical expertise and ensuring that the quality and impact of the project is optimized. He/ she will provide technical support and guidance to project staff, implementing partner/s, and operational partners in Vietnam. He/she will work closely with HI Vietnam team, project team in Philippines and Technical Unit team.

Line Manager : “Thrive Together” Project Lead and Partnership Manager, Vietnam

Duty Station : Ho Chi Minh City (with occasional travels to HI Vietnam headquarter in Hanoi and project operations sites in the Philippines)

RESPONSIBILITIES AND TASKS

1.    Provides guidance and technical support to the Thrive Together project in accordance with the overall technical frameworks and standards within inclusive employment. (65%)

  • Provides appropriate technical guidance and support related to inclusive waged employment to the project’s implementing partners, project manager, and/or specialists.
  • Ensures that project activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
    • Provides technical input to key project management tools such as activity designs, terms of references, technical notes, monitoring of project activities, project quality reviews, and regular coordination meetings.
  • Adapts project documentation related to waged employment as required in accordance with global technical norms and standards
  • Contributes to the regular reporting of the technical activities of the project (collection and analysis of the technical data collected), including interim and final donor reports, in coordination with the project team, technical team, and the MEAL team.
  • If relevant, ensures coordination and collaboration with technical partners of the Thrive Together project as delegated by the specialists and project manager.

2.    Facilitates technical learning for HI. (20%)

  • Supports the organization of the necessary data and inputs for technical documentation and sharing, including Lessons Learned, evaluation activities, and thought leadership activities, necessary for capitalization or scientific documentation exercises.
  • Contributes to technical learning documents of HI under the responsibility of Technical Specialists, Technical Unit Manager, and Thrive Project Manager.
  • Contributes to the terms of reference for project evaluations.
  • Implements recommendations for improving the technical quality of the project.

3.    Contributes to ensuring HI's technical influence in inclusive employment, particularly in waged employment and economic empowerment and resilience. (10%)

  • Participates and contributes in national/international workshops and seminars related to inclusive employment based on project requirements and opportunities.
  • Contributes to the influence of HI's expertise in inclusive employment and can represent HI's technical expertise in relevant local networks and with local partners.
  • Contributes to recruitment
  • Contributes to or leads the necessary technical training in his or her field of expertise.

4.     Strategy and business development (5%)

  • Contributes to programme or country operational strategy (StratOp)
  • Contributes to the drafting of new proposals for new opportunities

PROFILE REQUIRED

Professional experience / Educational background :

  • Degree in disciplines related to human resource management (HR), corporate social responsibility (CSR), Health Security Safety, Environment and Social (HSSES), and/or social work.
  • At least two (2) years of experience in designing and implementing inclusive waged employment project in urban and peri-urban context.
  • Technical competencies in any sub-sectors related to wage employment: career counselling, job coach, job mentoring, job placement, social protection, accessibility, vocational training, HR, CSR and HSSES.
  • Experience in assessments, data collection and analysis
  • Experience in designing technical tools and curriculum for wage-employment related training and capacity building activities, i.e., work readiness and job seeking, law briefing, reasonable accommodation in the workplace.
  • Experience in working and collaborating with diverse sets of employment and livelihood stakeholders, including OPDs, employer associations, business owners and senior managers, government agencies, social services, and civil society organizations.
  • Previous experience or exposure to projects involving persons with disabilities and youth beneficiaries.
  • Experience with HI and knowledge of its fields of action and approaches is considered an asset

Skills, knowledge, and qualities:

Required

  • Demonstrated ability to set realistic priorities, and plan for the successful implementation of activities;
  • Demonstrated ability to give and receive constructive feedback, work well with others, and develop and maintain compatibility among project staff, contractors, consultants, and project beneficiaries.
  • Good knowledge of national legal frameworks/policies and technical issues surrounding wage employment, economic empowerment, and resilience.
  • Knowledge of national and local support systems/ services on disability and inclusive employment
  • Familiarity with the network of actors, professionals, and government offices mandated to provide services on employment.
  • Strong facilitation, coaching and training skills in both face to face and online delivery, on providing support for youth pursuing waged employment, such as life skills and employment readiness training.
  • Excellente communication and negotiation skills, verbal, and writing, in both Vietnamese and English, essential to ensuring effective participation and cooperation with external partners.
  • Proven ability to write solid technical reports, briefs, or other essential materials to facilitate research, best practices, policies and procedures.
  • Experience in project management tools, such as budgets, activity plans, and monitoring and evaluation tools - would be an added value.
  • Demonstrated ability to think strategically and navigate politically sensitive terrain ;
  • Ability to work on problems of diverse scope that require analysis or interpretation of various factors.
  • Ability to exercises judgment within selecting methods and techniques to determine appropriate action.
  • Being empathic and respectful; shows authentic interest in exchanges of experiences and feelings and accepts potentially conflicting views with openness and acceptance.
  • Ability to innovate and adapt especially in challenging and uncertain situations.

Desired

  • Knowledge of international frameworks, including SDGs, Decent Work and UNCRPD.
  • Knowledge on persons with disabilities.
  • Skills in reviewing and knowledge of production process of communications materials

CONDITIONS OF THE POSITION:

  • Type of contract: Fixed term contract of 22 months/ starting from Nov 2022

  • 40 hours a week with 2,5 days annual leave /month
