Technical Officer

FHI 360, also known as Family Health International, is a non-governmental organization that works with the Vietnam Ministry of Health, other ministries, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese population, particularly vulnerable and disenfranchised groups. In Vietnam, FHI 360 is currently building the capacity of local organizations in HIV/AIDS prevention, care and treatment; TB control; nutrition; maternal and child health; dengue control; behavioral and epidemiologic research methods training;  clinical research in new vaccines and drugs; and laboratory strengthening.

We are currently seeking qualified, experienced, and highly motivated candidate for the position of Technical Officer to work in our Methadone Maintenance Treatment (MMT) program, based in Hanoi:

Position Summary:

The incumbent plays a role in assisting PAC/PHS to implement the MMT program in provinces, providing technical assistance to doctors at clinics and building capacity within the MMT program.

Main duties and responsibilities:

  • Work directly in a team with the other technical officers, senior technical officers, and technical manager, on all activities within the MMT Team
  • Determine and provide technical assistance to MMT clinicsMonitor subproject activities to ensure that it is implemented in a timely and technically sound way.
  • Collaborate with other unit staff to support provincial planning to achieve sustainable responses to HIV epidemics
  • Maintain key contacts with partners to facilitate coordination and collaborative planning and field implementation
  • Coordinate with other technical officers to support MoH-VAAC to integrate MMT training into medical universities and implement the mentoring and on the job training activities for MMT programs
  • Support medical universities to set up and provide MMT trainings
  • Assist the establishment of a continuing medical education (CME) system for MMT health service providers
  • Provide progress activity reports and indicator reports and assist in assuring timely submission as required

 

The successful candidate will have the following qualifications and abilities:

  • Medical doctor with at least two year of clinical experience. Master degree in medicine or public health is an advantage.
  • Have an intense understanding of the MOH and provincial health services, particularly the integration of donor-supported programs into national and provincial responses.
  • Strong leadership and interpersonal skills. Demonstrated ability to build and maintain relationships with a wide array of organizations
  • Have a passion for being a change agent, tested abilities in this area, and thrive in environments where s/he must help to build consensus to move forward large ideas into action.
  • Excellent written and spoken English and computer literacy
