Technical Officer - National position, based in Ha Noi (Employment contract)

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalysing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+. 

We seek a Technical Officer for AgResults Vietnam GHG Emissions Reduction Pilot Project. This project has been designed to identify novel approaches for reducing GHG emissions and increasing yields in rice cultivation, and to scale the most effective approaches to thousands of smallholder farmers. The pilot has been designed to promote tools, products and practices not commercially available in Vietnam or widely used in the Red River Delta region. Reporting to the Team Leader, the Technical Officer will be responsible for overseeing all Pilot Verification activities that will be carried out by external organizations contracted independently by the Secretariat and support the Team Leader as necessary with the operations of the Pilot.

Responsibilities:

  • Collaborate with the Secretariat and Team Leader to assist in the finalization of a verification process, the Scope of Work for the Verifier, and collecting data on potential costs
  • Oversee and monitoring closely the work done by the organization hired for Pilot Verification services to ensure consistency in work plans and reporting. Responsibilities may include but not limited to spot checks of the following: fieldwork and data collection, data cleaning, data analysis and reporting
  • Liaise with the Pilot Verifier to cross-checking all set of data; record and regularly update them in the database and tracker
  • Assist with review of pilot applications and oversight of activities
  • Assist in the preparation of series of documentation on Contest Rules and Regulations, Dispute and Fraud Management Process, quarterly and annual reports to the Secretariat, annual work plan and others
  • Support weekly, monthly and quarterly management reporting to the Secretariat.
  • Provide operational support including administrative tasks, communications & reporting, outreach and research as may be required
  • In collaboration with the Team Leader, liaise with project stakeholders as assigned
  • Act ethically with all stakeholders including the Verifiers and Solvers in all settings  and treat all project information and data on each and all Solver’s protocols with absolute confidentiality
  • Serve as Acting Team Leader when the Team Leader is absent
  • Liaise with the Independent Evaluator as needed
  • Provide any other advisory services as may be requested by the Steering Committee, Secretariat and Pilot Manager team

General Qualifications:

  • Minimum of 07 years of experience overseeing monitoring, verification and/or audit work; data collection and data analysis; with an eye towards identifying fraud, preferably in the field of agriculture or agribusiness.
  • Bachelor’s degree required in statistics, economics or other related field. Master’s degree preferred.
  • A clear understanding of the technical environment for measuring GHG emissions and an understanding of the conditions necessary to produce valid samples for measurement.
  • Proven track record of either or both laboratory and field work experience in low carbon agriculture with the ability to understand GHG emissions measurement in field and lab analysis process and its protocol.
  • Excellent analytical, project management, time management, and problem solving abilities.
  • Excellent interpersonal, verbal and written communication skills both in English as well as Vietnamese.
  • Demonstrated excellence in oral, written and reading comprehension abilities.
  • Computer literacy, including MS Access database, MS Excel, MS Project 2010, MS Outlook, MS Word and other Microsoft Office programs. Training in SPSS and/or STATA a plus.

Type of Contract: Employment contract. One year contract, with the possibility of an additional three year extension.
