Technical Officer for Health Management Information System (HMIS) Project

Pathfinder International’s mission in Vietnam is to support the government, private sector and civil society to strengthen health systems for improved quality of sexual and reproductive health care that meet the needs of underserved and disadvantaged populations. To this end, PI supports efforts to strengthen pre-service and in-service training in health care, including core clinical reproductive health practices, youth-friendly services and HIV/AIDS. In addition, PI works to strengthen primary health care (PHC) and reproductive health management practices and policies supportive of quality PHC and RH training and services. We are seeking for qualified and experienced candidate for the position of Technical Officer for Health Management Information System (HMIS) project. This position is based in Ha Noi.

The position of Technical Officer will provide technical support to the development and implementation of HMIS and additionally general computer/network to Pathfinder’s field office in Viet Nam. S/he will provide technical support to the HMIS project and liaisons with relevant partners in project sites to ensure the project’s effective implementation. Besides, s/he will act as an extension to the Information Systems Unit at Pathfinder’s Headquarters office located in Watertown, MA USA to provide general maintenance for the office network, server, workstations, printers, servers, laptops and other office equipment.  The Technical Officer supports users on application or operating systems issues, performs any hardware repairs, and provides training to staff as deemed necessary. As planned, s/he will spend 75% working time for HMIS project and 25% or less for systems administration in the office as a whole. S/he may be called to support the procurement of computers, spare parts or peripherals.

Professional requirements:
1.    Relevant university degree
2.    Have more than 3 years of experience in software development
3.    Have more than 2 years of experience in IT systems administration
4.    Preferable experience on working with INGO/LNGOs and government agency

•    Able to work under pressure and with minimal supervision
