PATH seeks an Information System Technical Officer in Vietnam for two projects, including Expand the Reach of Immunization Registry Project and Communities for Healthy Heart Project.

Expand the Reach of Immunization Registry Project  aims to adapt the Immunization Registry System tested in Ben Tre province to address child nutrition and to expand the system to additional provinces in order to improve immunization coverage and to expand the reach of children under 5 years old to the nutrition program in project provinces. That contributes to improve child survival rates in Vietnam.

Goal of Community Healthy Heart project is to improve blood pressure control and health outcomes of adults living in urban settings by increasing access to and use of high-quality hypertension services that are sustainable and scalable. The project will create availability to access to hypertension screening and treatment services in the community through engaging social entrepreneurs, as well as public and private facilities.

This position will be based in Hanoi under supervision and direction of the Project Manager of Expand the Reach of Immunization Registry, the Project Director of Community Healthy Heart Project and technical guidance and support by Mekong Regional Technical Director, Vietnam Program Team Leader and support from technical experts from PATH headquarter. Specific responsibilities include:

For Expand the Reach of Immunization Registry Project:

  • Upgrade and adapt the immunization registry system to include a new module for management of information of child nutrition program;
  • With support from Technical Director, Vietnam Program Team Leader, work with related departments of Ministry of Health and it’s IT partner to transfer/integrate this system into National Health Information System, developed by Ministry of Health;
  • Develop guidelines/training materials;
  • Provide TOT trainings for regional/provincial technical staffs and provide technical support for technical staffs and end-users during the implementation in project provinces;
  • Monitor and maintain the system during the implementation.

For Community Healthy Heart Project:

  • Design/architecture, development and testing of a registry system for hypertensive patient;
    • Develop system requirements for proposed solution for hypertension management system;
    • Develop mock-up and system specification;
    • Develop a web-based software to meet requirements;
    • Integrate database of the hypertension patient management system with Lotus Impact’s database;
    • Integrate with/support importing data exported from hospitals’ software;
    • Integrate calling center to collect follow-up data entered by patients if required;
    • Install and pilot software.
  • Develop training materials;
  • Provide TOT trainings and training for end-users;
  • Provide technical support to both provincial technical team and end-users during the implementation;
  • Monitor and maintain the system during the implementation.

Required Skills

  • Good communication skills, both written and spoken Vietnamese and English.
  • Demonstrated presentation skills.
  • Proven interpersonal skills and ability to work effectively in a team.

Required Experience

  • Bachelor degree on information technologies, information systems or related field.
  • Understand the current innovations in health information technologies in Vietnam.
  • Good understanding of the Vietnam Health Information System preferred.
  • At least 7 years of experience in software development, including at least 3-5 years of experience working with health information systems, experience working with information system for vaccine and immunization preferred.
  • Experience working with health-related international organizations in Vietnam.
  • Experience working effectively with government agencies particularly at provincial, district and commune levels.
  • Demonstrated development experience with health information technologies, especially regarding web-based and mobile phone technologies.
  • Demonstrated cross platform development experience including web-based and SMS and good knowledge on programming languages such as Java, Objective C, PHP, JavaScript, and others.
  • Willingness and ability to travel within Vietnam up to 50 percent per year.
  • Working knowledge of enterprise architecture, data exchange standards and systems interoperability approaches preferred.
