OBJECTIVES OF THE PROGRAMME :

To help ensure WHO's country presence, core functions and operations to promote long lasting capacity and positive public health outcomes in priority areas have a significant impact on overall health and well-being, especially among the vulnerable in central and southern Viet Nam.

Description of duties:

1. Provide technical support to the WHO country team in planning, implementing, monitoring and evaluating activities in central and southern Viet Nam focusing on activities for prevention and control of emerging infectious diseases, dengue and parasitic diseases and other public health threats as well as emergency response;
2. Provide an oversight and act as a focal point for WHO-supported public health programmes operating in central and southern Viet Nam beyond communicable disease prevention and control including: health systems development, communicable disease prevention and control, non-communicable diseases and health promotion;
3. Analyze epidemiologic and/or public health situation, plans and strategies in central and southern Viet Nam with regard to a particular public health issue, and identify gaps vis-à-vis WHO standards or recommended best practices;
4. Review and provide advice on requests made to implement planned activities in central and southern Viet Nam;
5. Assist in convening key stakeholders as needed in order to promote maximum synergy, coordination and collaboration towards a public health objectives;
6. Support the designated officer in charge of the technical office in Ho Chi Minh in the management of office activities; and
7. Perform other related duties as may be required.

REQUIRED QUALIFICATIONS

Education:

  • University degree in Medicine or other health-related sciences from a recognized university.
  • Training/qualification in epidemiology, biostatistics, health systems development or programme management an advantage. Postgraduate degree at the masters level in public health or epidemiology is desirable.

Skills:

  • Demonstrated knowledge and experience of epidemiology and its use for the surveillance, prevention and control of diseases. Sound knowledge of public health issues and demonstrated abilities in programme planning, implementation, monitoring and evaluation. Experience and skills in providing in-country technical support. Sound knowledge and skills in knowledge management and capacity building.
  • Sound writing skills and able to prepare a variety of documents, presentations and briefing materials in both
  • English and Vietnamese.
  • Highly developed interpersonal skills and the ability to communicate effectively with the government and partner agencies as well as stakeholders at all levels of the system. Ability to establish harmonious working relationships with counterparts and country office staff at all levels, adapt to diverse educational and cultural backgrounds, work as part of a team and maintain a high standard of personal conduct.
  • Proficient in standard MS Office software applications. Presentation skills. Skills in use of statistical software as asset.

Experience:

  • A minimum of 5 years' experience in one or more relevant fields including communicable disease control and prevention, epidemiology, or public health at the national level is essential.
  • Experience in health systems development and in monitoring and evaluation and experience in WHO or other UN organization, or an international organization an advantage.

Languages:

  • Excellent English language skills are essential (spoken and written).

  • USD 37 777 at single rate
  • USD 37 777 with primary dependants
