SCOPE OF WORK
Project Background:
As Vietnam experiences steep increases in energy demand and rising air pollution challenges, there is growing recognition that cleaner, more reliable sources of energy are needed and greater capital investment is necessary. The Vietnam Urban Energy Security (the Project) works closely with GVN at multiple levels to improve enabling frameworks, mobilize investment, and increase the adoption of innovative solutions for advanced, distributed energy.
The specific objectives of this activity are to assist Vietnamese cities to:
- Improve enabling policies, regulations, and city-level plans/programs for the deployment of resilient, distributed energy services;
- Mobilize public and private sector investment for the deployment of advanced, distributed energy systems;
- Increase adoption of innovative technologies, practices, business and financing models for advanced, distributed urban energy solutions.
In Ho Chi Minh City, the project is supporting the city government to promote rooftop solar adoption, both through Commercial & Industrial users, as well as at the household level; assisting with the feasibility of waste-to-energy activities, energy efficiency in public lighting, and electric vehicle charging infrastructure; supporting the city in development of net-zero strategy; and build the MRV capacity of the GHG emission. In each of these technical areas, the Project will identify areas of technical assistance, investment support, and innovation promotion to achieve the overall Project objectives.
Overview of the Position:
The Project will support the activities in Ho Chi Minh city by forming a Clean Energy Task Force (CTF). CTF is designed to support Ho Chi Minh City to improve its urban energy resilience and energy security by deploying advanced, distributed energy solutions which include solar rooftop and other forms of renewable energy and technical solutions to improving energy efficiency. The Technical Specialist will be responsible to support the CTF in Ho Chi Minh City during its operation and implementation of its activities.
Roles and Responsibilities:
The Technical Specialist will work closely with DOIT, DONRE and other city agencies on GHG mitigation and energy strategy and plan implementation in Ho Chi Minh City. The Technical Specialist will also work closely with other project staff as required to ensure successful implementation across all activities, including monitoring, evaluation, and learning; implementation of the Activity Fund; project reporting; and other activities identified throughout the life of the project. Specific activities include:
- Provide policy consultations and recommendations to the CTF and the Secretariat on energy strategy and implementation in Ho Chi Minh City;
- Provide necessary technical assistance, build capacity and awareness of the Project’s stakeholders, and support the local industries and energy users for clean energy adoptions and investments;
- Support consultants in the implementation and delivery of energy efficiency and renewable energy projects, lead the consultation process at city level, collect comments and coordinate consultant’s responses for project deliverables;
- Contribute to the development of the implementation work plans and operational strategy;
- Work closely with the Ho Chi Minh Technical Lead on technical matters and with other members of the Project team;
- Other duties as assigned by the Chief of Party and Deputy Chief of Party.
Qualifications:
- University degree in power/energy engineering; climate change; sustainable development or related field
- At least 4 years of experience working in the area of distributed energy efficiency and/or renewable energy activity management and/or GHG mitigation policy activities;
- Experience in working with government’s authorities particularly in Ho Chi Minh city;
- An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus;
- Must be comfortable working with colleagues remotely in multiple cities;
- Excellent writing, speaking, and reading skills in English; demonstrated report writing skills in English is required.
Supervisory Requirements:
The Technical Specialist will be based in Ho Chi Minh City and will directly report to the Deputy Chief of Party and will work closely with Ho Chi Minh City Technical Lead.
