Technical Specialist Positions

Chemonics seeks Vietnamese national candidates for the USAID-funded Governance for Inclusive Growth Program in Vietnam.  The program aims to support the Vietnam government's efforts to facilitate broad-based, sustainable growth. We are looking for individuals who have a passion for making a difference in the lives of people around the world. We are seeking technical specialists for the following positions:

1.Senior Economist

  • Work collaboratively with GIG partners (government counterparts, business, research institutions, and CSOs) on deliverables as agreed on annual work plans to build partners’ technical capacity through the policy life cycle: project feasibility, prioritization based on explicit performance criteria, and quantitative impact analysis.
  • Provide technical assistance to GIG partners or organize access to specialized technical expertise to work on specific deliverables as agreed in work plans, and use these as platforms to build partners’ technical capacities in the areas of trade and investment, sectoral and regional impact analyses, financial analyses, inclusive economic growth, identification of binding constraints, political economy issues, and distribution of benefits. 
  • Work with GIG partners to improve their capacity, based on technical analyses of policy options that they have been involved in, to develop targeted communications products for policy makers, stakeholders, and the general public to support a structured public-private dialogue on GIG-supported policy issues. 
  • Help GIG GVN partners conduct analyses of periodic estimations of aggregate transaction costs of compliance with regulations for businesses and the economy to help prioritize specific reforms that are high impact, publicly visible, doable in the short-term, and low-cost.
  • Facilitate the development of networks economic, trade, and financial policy analysis to provide options for policy makers, educate citizens and participate in structured public-private dialogue at the national and local level.

2.Information Technology (IT) Systems Specialist

  • Conduct IT scoping exercises and assessments with government counterparts and CSOs to understand and identify opportunities to improve information management, data collection, and analysis. Focus on how to segregate data that informs how policies respond to the needs of vulnerable populations.
  • Integrate existing IT systems or update systems to increase budget transparency or support evidence-based decision making, such as results-based budgeting systems, M&E systems, case management databases, and land management systems for government agencies and CSOs.
  • Support data integration, data visualization, and system usability for government agencies and CSOs to support the objectives and expected results of the project.

3.Inclusive Policy Specialist

  • Review and analyze draft laws and regulatory systems, results, and work products from the Government's policy and legislative initiatives relevant to inclusion and non-discrimination of different social groups especially women, ethnic minorities, migrants, the LGBT community, the disabled, and people living with HIV/AIDS.
  • Identify ways to provide technical support to agencies and CSOs to make sure economic policies are to provide a platform for the identified disadvantage groups to access equal opportunities to recourses and benefits.
  • Propose and formulate strategies and policies for the enhancement of the current identified policy and legislative systems that help further strengthen the capacity of the policy makers on ensuring all social groups’ participation into the policy making. 

4.Citizen Participation Specialist

  • Identify any gaps or impediments in public and private institutions' effectiveness in adopting and implementing laws and regulations related citizen’s rights to participate in social, economic and political development and to propose possible interventions.
  • Study and document tools, methods, approaches, and procedures of effective citizen participation and to propose strategies and policies for the promotion and application of those results and products in policy-making and implementation.
  • Identify and support the innovation and implementation of an effective monitoring and evaluation of public participation in practice and to enforce the development of a culture of learning in the public sector about participation, as well as to support advancing the systematization and institutionalization of participatory methods into related policy making, implementation and monitoring.
  • Promote the measurement and documentation of citizen’s participation outcomes that help the government to see the mutual benefits resulted from the increased public trust (e.g. through an established system of transparency, public participation, and collaboration).

5.Monitoring and Evaluation Specialist or Coordinator

  • Develop SMART performance indicators (specific, measurable, attainable, relevant and time-bound) and targets within simple and concrete action plans designed to achieve the expected results of improved quality, transparency, efficiency, predictability, and inclusiveness of laws and regulations.
  • Implement and coordinate the project M&E system, collection of M&E data, and technical and contract reporting aspects.
  • Train staff and selected partners on M&E system operations.
  • Supervise independent/third-party impact assessments, lessons learned, and successes.

Qualifications

  • Relevant university degree required; cert?ifications and/or master's degree preferred
  • Experience working with U.S. government agencies, Vietnamese government officials, private sector stakeholders, bilateral/multilateral institutions, and/or other donors
  • Experience with USAID  or other donor and/or development-related organizations preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in both written and oral Vietnamese and English required
