Temporary Administrative Officer

USAID/Vietnam is providing technical services to support a program of cooperation with the Institute for Legislative Studies of the National Assembly of Vietnam. This program offers technical assistance, training, and other support to increase the professionalization of legislative research services within the National Assembly (NA). The purpose of the program is to assist the Institute for Legislative Studies (ILS) in becoming the leading center of research and policy analysis for the National Assembly. A stronger, more effective Institute will provide National Assembly members and staff with greater in-depth information and analysis on critical laws and policies being considered by the National Assembly.

Project Name: Vietnam LRP

Position Title: Temporary Administrative Officer

Reporting to: Chief of Party (COP)

Position Description: Provides logistical and administrative support to the project; assists in implementation of technical program as required.

Detailed Responsibilities:

- Prepare necessary administrative forms for project related items.
- Oversee the purchase of office supplies and equipment.
- Arrange for and oversee the maintenance of office equipment.
- Perform orientation for short term consultants on field office procedures.
- Make hotel and logistical arrangements for short-term advisors in Hanoi and advisors traveling to cities outside Hanoi.
- Receive and transfer incoming telephone calls to appropriate staff members.
- Receive visitors and advise appropriate staff members.
- Maintain out-of-office schedule.
- Type or word process documents and letters as required.
- Process and distribute mail in incoming pouches upon request.
- Provide any other administrative tasks assigned by COP to ensure efficient and smooth support to the project.
- Handle logistics for project activities, such as seminars and workshops.
- Assist in implementation of technical program as required.

Qualifications:

- University degree in a relevant field.
- Experience in an administrative capacity required.
- Experience making logistical arrangements.
- Computer literacy required.
- Fluency in English and Vietnamese required.

Duration of Assignment: 5 - month short term contract to cover maternity leave, starting from 1st September, 2012
