Training Officer and Project Development Officer

The European Institute of Cooperation and Development (IECD) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions in the countries where it has been involved.

IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Vietnam IECD runs 4 projects: Support to Small and Micro enterprises with a specific focus on informal sector, 2 Social Training Enterprises in Bakery and Pastry based in HCMC and Hue and a Vocational Training Program in Electricity and Automotive.

IECD has been conducting the MSE Support Program in HCMC since 2013, bringing basic management tools to entrepreneurs who want to structure their business and thus secure their source of income.

Thanks to these trainings, the small entrepreneurs will acquire basic management tools such as: use a cashbook, calculate selling price, optimize savings, develop customer relationships, etc. During and after the training sessions, trainer will visit the beneficiaries at their workplace to make sure the tools are well adapted to the professional context and adopted by the beneficiaries.

1. Training Officer

ROLES & RESPONSABILITIES:

Under the supervision of the Project Manager, the training officer will be involved throughout the project, and will mainly focus on following missions:

• Deliver the training content to beneficiaries of the MSE support program, fine tune the adaptation of the content, plan and process the training:
  
  • Strong understanding of the needs of the beneficiaries
  • Good ownership of the methodology of content training
  • Proactive attitude towards the training materials
  • Weekly individual follow-up sessions & post-training visits to each beneficiary
  • Fill and maintain the database of beneficiaries

• Daily collaboration with IECD partners to ensure an efficient implementation of the project:
  
  • Liaise with local institutions and authorities, anticipate appropriate paperwork to ensure the training program to be delivered in time
  • Organize training schedules, while taking into account constraints of beneficiaries: often night class 2 or 3 times/week   

• Identify/Find new partners to collaborate with
  
  • Promote the MSE Program to others organizations

• Preparing reports and project proposals when needed

• Contributing to the project’s communication tools and activities, including creating materials, preparing for events:
  
  • Organize Thematic Workshop, Seminar, Annual event…
  • Creation of flyers

REQUIREMENTS:

• Proven working experience (At least 2-3 years) in private sector or NGO/NPO sector
• Experience in training and/or reporting is a must
• Language abilities: Fluency in Vietnamese, Fluency in spoken and written English
• Preferably bachelor’s degree in: Business Administration/ Economics / Finance / Public relations
• Good communication skill
• Dedicated to work, passion for community development

2. Project Development Officer

Mission:

Under the supervision of the Project Manager and with the support of the MSE team, the Senior Project Officer will mainly focus on following missions:

• Project development:
  
  • Identify and find new potential partners (INGO, NGO, local authorities…) eager to be trained on support to entrepreneurship programs
  • Structure and animate an ecosystem of stakeholders willing to support entrepreneurship
  • Communiceation of tools (flyers, ppt…) to approach the different stakeholders

• Fund-raising and Reporting:
  
  • Identify and apply for new grants and fund-raising
  • Take lead in preparation of the reporting to donors (public and private)
  • Communication: creation of tools (flyers, ppt…) and formalization of services offer to approach the different stakeholders

• Project quality management:
  
  • Daily collaboration with IECD partners to ensure an efficient implementation of the project
  • Work closely with MSE team to ensure the quality of the trainings
  • Deliver trainings to beneficiaries or Training of trainers when needed
  • Support team with daily tasks: events organizing, workshop…

REQUIREMENTS:

• Proven working experience (At least 2-3 years) in private sector or NGO/NPO sector
• Experience in writing reporting/proposal is a must,
• Language abilities: Native Vietnamese, Fluency in spoken and written English
• Preferably bachelor’s degree in: Business Administration/ Economics / Finance / Public relations
• Good communication skill, autonomy, team spirit,
• Quick learner with ability to think strategically and creatively
