Request for CV submissions from National Individual Experts/Specialists for the positions of Two (02) National Experts to support Public Administration Reform (PAR) Department of the Ministry of Home Affairs to enhance capacities of public officials and civil servants working on PAR

The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.

With regard to the revised Annual Work Plan in 2011 approved by UNDP and MOHA, the project will provide technical assistance for MoHA (PAR Department) to deploy the PAR Master Program (2011-2020) which includes one activity among others “Strengthening capacities of public officials, civil servants working on PAR in M&E, planning and reporting”. To facilitate the implementation of this activity, a group of two national consultants (one senior expert and one supporting expert) will be recruited to conduct survey; to develop training materials (including draft training curriculum, manual, training plan for PAR officials); and to organize some training courses for PAR officials.

Work duration: 40 working days per each from September 2011 to March 2012.
Work locations: in Hanoi and other locations, as required by project.
