Urban Sector National Program Officer

The Swiss Embassy implements the Swiss State Secretariat for Economic Affairs (SECO’s) economic cooperation program in Vietnam through its Swiss Cooperation Office (SCO).

Switzerland supports Vietnam’s economic reform agenda, in alignment with the Socio-Economic Development Strategy (SEDS) 2016-2020. The SECO Vietnam Country Strategy provides a strategic framework to support inclusive and sustainable economic growth to improve the lives of people living in Vietnam. Our support focuses on three main objectives:

1. Foster effective economic policies and institutions
2. Create a competitive and resource efficient private sector
3. Enable sustainable and climate resilient urban development

For its urban portfolio, the Swiss Cooperation Office is looking for a

URBAN SECTOR NATIONAL PROGRAM OFFICER (100%)

The objective of the position is to support the implementation of the economic cooperation and development programme of SECO in Vietnam, mainly in the fields of infrastructure, urban development and urban resilience.

The National Program Officer will work with SECO’s implementation partners such as Government agencies, International Organizations, UN Agencies, business and non-governmental organisations.

KEY RESPONSIBILITIES:

• Coordinate and monitor the development and implementation of SECO funded urban development and basic public services projects in Vietnam.
• Keep abreast of relevant sector developments in Vietnam and contribute to analytical and advisory work.
• Establish and maintain regular coordination and partnership with project implementation partners, consultants, government agencies and other relevant parties.

QUALIFICATION REQUIREMENTS:

• Education: Post-graduate degree or equivalent in Urban Planning, Development Economics, Climate Change Resilience, Environment Management.
• Language: Excellent English and Vietnamese speaking, reading and writing
• Professional experience: Minimum of 5-7 years of professional experience in the urban, service delivery or infrastructure sector. Experience in the related Vietnamese public sectors and/or with a development partner organization is essential. Relevant working experiences in managing and monitoring urban development, infrastructure and environmental/green growth projects.
• Knowledge: In-depth knowledge of Vietnamese institutions and structures, urban frameworks, society and urban sector project management. Expertise in development cooperation as well as urban related concepts and approaches including international best practices.
• Personal skills: Demonstrated analytical skills as applied to problems in the program management. High degree of reliability, initiative and sound judgement. Strong interpersonal, social, communication and teamwork skills. Able to complete multiple tasks timely and efficiently, fulfilling high quality standards.
  Passionate about urban sector developments in Vietnam.
