Chemonics International is immediately seeking qualified Vietnamese national candidates for the U.S. Agency for International Development (USAID) Governance for Inclusive Growth assistance program in Vietnam. We are seeking operations and administrative candidates to support the Government of Vietnam’s efforts to facilitate broad-based, sustainable growth.

Open Operations and Administrative Positions

1.Grants and Partnerships Manager

  • Oversee all steps of the grant/subcontract life cycle from solicitation, selection, and award, to implementation, monitoring and evaluation, and close-out
  • Connect and manage relationships with local and regional organizations for grants participation and management
  • Ensure proper preparation and execution of grant and subcontract agreements and modifications in line with USAID regulations
  • Oversee budgetary and financial aspects of grant proposals, grants, and subcontracts
  • Assess organizational capacity of grant applicants to determine risk and responsibility
  • Ensure social inclusion strategies and activities targeting vulnerable groups

2.Grants Officer

  • Support the Grants and Partnership Manager in all steps of the grant/subcontract life cycle from solicitation, selection, and award, to implementation, monitoring and evaluation, and close-out
  • Assist local and regional organizations in grants participation and management
  • Ensure proper preparation and execution of grant and subcontract agreements and modifications in line with USAID regulations
  • Support budgetary and financial aspects of grant proposals, grants, and subcontracts
  • Ensure social inclusion strategies and activities targeting vulnerable groups

3.Private Sector Partnerships Officer

  • Drive and manage global development alliances with local, regional, and international private sector partners such as corporations, small and medium sized enterprises, associations, and chambers of commerce
  • Connect and meet with private sector partners, pitch and design technical assistance and activities, and manage implementation
  • Oversee budgetary and financial aspects of grants, subcontracts, and procurements to support private sector partnerships
  • Ensure social inclusion strategies and activities targeting vulnerable groups

4.Bookkeeper

  • Assist the Finance Manager in planning, managing and implementing all aspects of the project accounting system and for maintaining an accounting database
  • Responsible for collecting and recording all information that will facilitate information exchange and dissemination of project financial documentation and records to the home office
  • Receive invoices from vendors and manage and ensure timely payment
  • Prepare documentation for all payment transactions for vouchers, checks and transfer forms
  • Maintain project’s accounting file system, tax files, and  payroll

5.Information Technology Support Specialist

  • Maintain the computer network and computer and technology systems and provide daily operational and maintenance services 
  • Oversee the selection, purchase, and set-up of office and project IT supplies, including designing specifications, setting up equipment, and maintaining systems
  • Install application software in a local area network (LAN) environment and the training of the contractor’s personnel on its use and administration

6.Office Manager

  • Handle and supervise all office administration including human resources and procurement, coordinate payment of all invoices and bills with the finance manager, coordinate technical logistics, and maintain close coordination with all administrative and technical staff
  • Responsible for handling building management, office equipment and maintenance (procurement of supplies, equipment, and services), legal status, insurance, communications (telephone calls, faxes, mail), and other office operations
  • Manage visa, housing, transportation, and other administrative matters for long-term employees and short-term consultants     
  • Oversee field office finances and budget, preparation of cash requests, review and approve expenditures and procurement, review and approve monthly financial reports, ensure accuracy and timeliness of local employee time sheets, and manage petty cash
  • Manage equipment and furniture inventory and filing systems

7.Administrative Officer

  • Provide administrative support including assisting with travel, hotel accommodations, and visa, maintaining hard copy and electronic office files, supporting the reception area, and receiving and directing guests and telephone calls
  • Confirm and receive RSVPs for meetings, assist with invitations and tracking, and support the administrative duties for meetings
  • Track utilization of all office supplies and procure supplies as necessary
  • Prepare all necessary administrative forms for project related items

Qualifications

  • Relevant university degree; Certifications and/or masters a plus.
  • Experience working with U.S. government agencies, Vietnamese government officials, private sector stakeholders, bilateral/multilateral institutions, and/or other donors.
  • Prior USAID experience or donor and/or development-related organizations preferred.
  • Fluency in English both written and oral.
