Vacancies at IC-VVAF

The International Center – Vietnam Veterans of America Foundation (IC-VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC-VVAF focuses on mental health, landmine removal, assistance for dioxin (Agent Orange) victims, education, and disability support program. The organization has worked in 18 provinces across Vietnam including Khanh Hoa, Quang Ngai, Quang Nam, Da Nang, Thua Thien Hue, Quang Tri, Quang Binh, Nghe An, Ha Tinh, Ninh Binh, Nam Dinh, Thai Binh, Dien Bien, Cao Bang, Hanoi, and Hoa Binh.

Under the financial support of United States Agency for International Development (USAID), IC-VVAF has been implementing the Disability Project in two provinces of Thua Thien Hue and Quang Nam for 2 years from July 2015 till July 2017. This is designed to improve the accessibility of the people with mobility impairments in Thua Thien Hue and Quang Nam to quality and appropriate assistive devices.

In order to provide technical support for the project implementation, IC-VVAF is looking for qualified specialists to fill in the following positions:

1- VIETNAM-BASED INTERNATIONAL OR Vietnamese OCCUPATIONAL THERAPIST

Citizenship: Vietnam based foreigner or Vietnamese
Duty Station: Hanoi and two project provinces of Thua Thien-Hue and Quang Nam
Duration of Assignment: Part-time job from Nov 2015 to Jul 2017   
Salary: Competitive 

Qualifications   

  • Academic background: University degree in occupational therapy or equivalent, Master or Dotorate degree preferred
  • At least  three years working experience in disability related work preferably with mobility impaired
  • Proven experiences in practising occupational therapy
  • Ability to identify the problems and the need of the people with disability, and to propose proper solutions including occupational therapy to meet those needs
  • Have working experiences in community level
  • Good understanding of the rehabilitation system and procedures in Vietnam
  • Willingness to accept a multi-year commitment
  • Strong interpersonal, communication (both written and verbal) and organizational skills
  • Proficient oral and written English
  • Ability to work a flexible work schedule
  • Willing to cooperate with other consultants and technical assistance, ability to transfer knowledge and skills
  • Experience working in private setting with third-party partners (DOH, DOLISA, and Rehabilitation Center) preferred.

Scope of work

  • Provide consultation and carry out assessment at selected provinces to
  • identify situation on barriers, facilitators and cost on accessibility to assistive devices in terms of users and providers’ perspective with focus on occupational devices;
  • identify current situation on capacity of provincial system including human resources and facilities on providing assistive devices, rehabilitation services with focus on occupational devices and training on related issues.
  • Provide input for outreach and follow up guidelines
  • Participate in field trips to screen and identify occupational devices.
  • Develop and conduct appropriate training course making simple devices from local material to local technicians, health workers and practitioners 
  • Provide reports on relevant issues.

2- VIETNAMESE PROSTHETIC AND ORTHOTIC TECHNICIAN

Citizenship: Vietnamese
Duty Station: Hanoi and two project provinces of Thua Thien-Hue and Quang Nam
Duration of Assignment: Part-time job from Nov 2015 to Jul 2017   
Salary: Competitive 

Qualifications

  • Academic background: orthopaedic technologist (ISPO CAT II) certificate, or equivalent
  • At least one years or more of professional experience in working with mobility impaired, orthopedic production
  • Proven experiences in Vietnam community
  • Good understanding of the rehabilitation setting and system in Vietnam
  • Ability to demonstrate a customer service philosophy
  • Strong interpersonal, communication (both written and verbal) and organizational skills
  • Proficient oral and written English is preferred
  • Ability to work a flexible work schedule
  • Willing to cooperate with other consultants and technical assistance, ability to transfer knowledge and skills
  • Experience working in private setting with third-party partners (DOH, DOLISA, and Rehabilitation Center) preferred.

  • Support the International Prosthetic and Orthotic Specialist to carry out assessment at selected provinces to
  • identify situation on barriers, facilitators and cost on accessibility to assistive devices in terms of users and providers’ perspective with focus on occupational devices;
  • identify current situation on capacity of provincial system including human resources and facilities on providing assistive devices, rehabilitation services with focus on occupational devices and training on related issues.
  • Support the International Prosthetic and Orthotic Specialist to provide guideline to develop outreach and follow up protocol
  • Work closely with Vietnamese Training Centre for  Orthopaedic Technologists (VietCOT) in outreach assessment
  • Provide follow up with person with disabilities to ensure people with disabilities to have appropriate and quality devices for a better living

SUPERVISION AND PERFORMANCE EVALUATION:

The incumbents work under the direct supervision and evaluation of the Disability and Mental Health Program Director at VVAF’s office at 4th Floor, Viet Hong building, 58 Tran Nhan Tong, Hanoi with travelling to provinces when needed.
