Vacancies at ILO

The ILO Office in Vietnam invites applications from Vietnamese nationals for the positions below:

The responsibilities and tasks of the positions will be carried out within the ILO results-based management system and in line with ILO rules and regulations.

1.National Programme Officer (NPO) on Small Enterprise and Skills Development -Re-advertisement

The NPO on Small Enterprise and Skills Development will work under the supervision of the ILO Country Office Director. He/she will be responsible for administrative, programming, and technical support to projects on Sustaining Competitive and Responsible Enterprises, Entrepreneurship Training, and the Vocational Training System.  The NPO will closely collaborate with other ILO programmes as well as with MOLISA, VCCI and other partners in the country. The assignment is based at the ILO Country Office in Hanoi for six months at NOA level, with the possibility of extension subject to availability of funds.

Minimum Requirements include:

- University degree in social science, economics, business, or a related discipline.
- At least two years of relevant work experience including field experience in projects related to the topics. Familiarity with enterprise development issues, and entrepreneurship and skills training issues in Vietnam.
- Excellent knowledge of both Vietnamese and English.
- Knowledge of programme and budget management, project administration and evaluation concepts and procedures.
- Good computer applications, organizational and negotiation skills.
- Ability to interpret project and policy information, and to identify and analyze problems with implementation.
- Ability to take initiative, work as a team member, and to deal with people with tact and diplomacy.

2.National Programme Coordinator (NPC) on Gender

The NPC on Gender will under the supervision of the ILO Country Office Director. He/she will be responsible for administrative, programming, and technical support to a project on Awareness Raising to support the effective implementation of the workplace sexual harassment provisions in the Labour Code and support the gender mainstreaming in the Decent Work Country Programme (DWCP). He/she will be based at the ILO Hanoi Office. He/she will get technical backstopping from the Sub-regional Office (SRO) Specialist on Gender and Women Workers ’Activities.

Minimum Requirements include:

- First level university in a relevant field, preferably on gender, labour and social science.
- At least two years of professional experience at the national level in the occupational area.  Experience in working on gender, labour and social issues is vital.  Experience of organizing and facilitating awareness raising and capacity building workshops and developing training materials is an asset.
- Excellent knowledge of both Vietnamese and English.
- Thorough knowledge of programme planning, implementation and evaluation principles, practices and procedures.
- Skill in applying the methodologies of a technical or administrative field.  Knowledge of office-wide activities and objectives.
- Ability to interpret project information and to identify and analyze problems with implementation.
- Good drafting skills, and demonstrated ability to prepare reports. Good analytical skills.
- Ability to take initiative, work as a team member, and to deal with people with tact and diplomacy.

3. National Project Coordinator (NPC) on Macro-governance and Employment

The NPC on Small Enterprise and Skills Development will work under the supervision of the ILO Country Office Director. He/she will be responsible for administrative, programming, and technical support to projects on Enhancing employment policies, economic stabilization and restructuring toward an inclusive, effective, and sustainable growth model for Viet Nam. He/she will work in close collaboration with the project team, programme unit, and other projects of the Country Office as required. He/she will receive technical guidance from Bangkok DWT employment specialists. The assignment is based at the ILO Country Office in Hanoi for one year at NOA level, with the possibility of extension subject to availability of funds.

Minimum Requirements include:

- First level university degree in economics, public policies, development studies or a relevant field. An advanced degree on studies on labour economics would be a strong advantage. 
- At least two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.
- Excellent knowledge of both Vietnamese and English.
- Knowledge of programme and budget, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in Viet Nam
- Good knowledge of the context and challenges for the project areas of expertise;
- Strong management and organizational skills; Excellent analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills
- Good ability to interpret project information and to identify and analyze problems with implementation;
- Demonstrated collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative
- Ability to work independently, quickly, precisely, and take initiative and responsibility
- Ability to take initiative, work as a team member, and to deal with people with tact and diplomacy
