The ILO Office in Vietnam invites applications from Vietnamese nationals for the positions below:

The responsibilities and tasks of the position will be carried out within the ILO results-based management system and in line with ILO rules and regulations.

1. 2 Provincial Coordinators in Hanoi and HCMC, Enhancing National Capacity to Prevent and Reduce Child Labour in Viet Nam

The Provincial Coordinators will ensure effective programme implementation in the provincial areas. He/she will ensure that the objectives of the programme are attained at the provincial at local level and that programme partners and selected implementing agencies work according to agreed work plans and agreements. The Provincial Coordinator will also ensure compliance with the ILO and IPEC financial and operating rules and procedures at the provincial level.

The Provincial Coordinators will work closely with provincial and local level project partners to ensure that direct services to the target groups in question are delivered and assist in local capacity building and advocacy efforts.

The assignments are based in Hanoi and HCMC for 12 months at NOA level with a possibility of extension subject to the project extension and availability of funds

Minimum Requirements include:

  • University degree in economics, management, social science or equivalent in experience.
  • At least one to two years of project management and implementation experience in Viet Nam. Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents, NGOs and the Government. Familiarity with ILO policies and procedures.  At least 3 years of operational experience in labour, occupational safety and health, education, vocational training, livelihoods improvement, women’s and children’s rights issues, (including trafficking and migration) and gender.  Familiarity in working with the private sector and knowledge about the informal urban economy is considered and additional asset.
  • Proficiency and ability to draft quickly and clearly in English.
  • High standards of integrity, professionalism, personal discipline and impartiality;
  • Result-oriented;
  • Demonstrated ability to implement and manage technical co-operation projects of international organizations, including negotiations with governments, and social partners;
  • Sound technical skills in managing integrated provincial projects;
  • Ability to train and guide personnel, and counterparts;
  • Ability to work independently with a minimum of supervision;
  • Good interpersonal skills and ability to work in a team;
  • Commitment to gender equality;
  • Ability to work under political and time pressure, and meet deadlines;
  • Excellent communication skills, both written and verbal, in English;

2 .Awareness Raising Officer, Enhancing National Capacity to Prevent and Reduce Child Labour in Viet Nam

The Officer will be responsible for development and implementation of the project’s advocacy and strategy in consultation with IPEC/FPRW. The incumbent will work in close collaboration with the ILO’s project partners.

The incumbent will be based in Hanoi and will report to the Chief Technical Advisor or National Project Manager, also based in Hanoi. He/She will consult with the senior Specialist on Child Labour in the Decent Work Team Bangkok and IPEC/FPRW in Headquarters.

The assignment is based at the ILO Country Office in Hanoi for 12 months at NOA level with a possibility of extension subject to the project extension and availability of funds

Minimum Requirements include:

  • University degree in social/development studies, law and other relevant disciplines or relevant work experience in the labour, employment or industrial relations field.
  • At least one to two years’ relevant professional experience at the national level. Professional experience with issues related to advocacy, communication, institutional capacity building, child labour, child protection, education, rural development, labour administration, business and trade unions would be an advantage.
  • Excellent command of English and Vietnamese.
  • Ability to work well in a team, with good interpersonal and leadership skills.
  • Ability to work independently with a minimum of supervision.
  • Ability to communicate effectively both orally and in writing.
  • Good computer skills.
  • Strong organizational abilities and ability to work to tight deadlines.
  • Ability to work on own initiative as well as a member of a team.
  • Ability to deal with people with tact and diplomacy and to build strong working relationships;

3.Capacity Building Officer, Enhancing National Capacity to Prevent and Reduce Child Labour in Viet Nam

The Officer will be responsible for development and implementation of the project’s capacity building and strategy in consultation with IPEC/FPRW. The incumbent will work in close collaboration with the ILO’s project partners.

The incumbent will be based in Hanoi and will report to the Chief Technical Advisor or National Project Manager, also based in Hanoi. He/She will consult with the senior Specialist on Child Labour in the Decent Work Team Bangkok and IPEC/FPRW in Headquarters.

Minimum Requirements include:

  • University degree in social/development studies, law and other relevant disciplines or relevant work experience in the labour and employment field.
  • At least one to two years’ professional experience in relevant field at the national level, preferably with a focus on child labour issues and/or other relevant areas such as Child Protection, Education, Vocational Skills Development, Labour Inspection, Rural Development and Livelihood Support. Professional experience with issues related to human rights, technical and institutional capacity building, development or labour would be an advantage.
  • Excellent command of English and Vietnamese.
  • Ability to work well in a team, with good interpersonal and leadership skills.
  • Ability to work independently with a minimum of supervision.
  • Ability to communicate effectively both orally and in writing.
  • Good computer skills.
  • Strong organizational abilities and ability to work to tight deadlines.
