The British Consulate General in Ho Chi Minh City is part of a world-wide network of 230 Posts, representing British prosperity, security and consular interests overseas. We are currently looking to recruit an individual for the full-time position of Vice Consul.

The jobholder will be responsible for the day-to-day consular operation in Ho Chi Minh City, providing assistance to British nationals in difficulty and certain fee-bearing services to British nationals; as well as leading on consular elements of emergency planning.

Main Duties and Responsibilities

Management

  • Managing the daily consular workload, streamlining processes where possible to deliver effective and efficient service.
  • Line management of one Consular Officer
  • Monitoring and reacting to trends in management information, assistance casework and fee-bearing services, and ensuring that Consular Business Targets (CBTs) are met.
  • Administering and profiling budgets.
  • Providing statistical returns and reporting throughout the year.
  • Overseeing and administering daily/weekly/monthly consular fees

Assistance

  • Providing consular assistance across the full range of casework: visiting prisoners, dealing with hospitalisations, victims of crime etc.
  • Handling correspondence, counter enquiries and telephone enquiries.
  • Approving and processing applications for Emergency Travel Document (ETD), managing ETD stocks and registers.
  • Monitoring and updating the UK Foreign and Commonwealth Office’s travel advice for Vietnam, including recommendations for social media messaging.
  • Developing a Communications and Outreach Programme with local authorities, British Groups, identifying and building contacts with external organisations and stakeholders.
  • Notarial and Documentary Services
  • Working closely with the consular team in Hanoi to provide a wide range of fee bearing services.
  • Administering oaths for affidavits, declarations and marriage affirmations.

Crisis

  • Working on crisis planning. Developing working-level contacts with ministries, other diplomatic missions and the travel industry. Developing an outreach programme covering regional authorities, emergency services and stakeholders.
  • Preparing for and responding appropriately to mass casualty incidents or crises.
  • Maintaining and supervising the network of consular agents in Southern Vietnam.

Qualifications, Experience and Skills

  • Excellent interpersonal and communication skills with a strong customer focus.
  • Vietnamese language skills; fluency in oral and written communication is essential. Excellent English language skills, both written and spoken.
  • Flexible, resilient under pressure and decisive with experience of delivering results to a high standard within tight deadlines.
  • Personal drive and the ability to be a self-starter as well as a team player.
  • Strong time management and prioritisation skills.
  • Able to travel within Vietnam and occasionally internationally as needed.
  • Willingness, in a crisis, to work additional hours, sometimes unsociable hours.
  • Experience of a similar role in another Embassy, NGO or international organisation would be an advantage.
