Terms of Reference: Video production consultant

1. Background & context of assignment

Better Work was a unique partnership programme between the UN’s International Labour Organization (ILO) and the International Finance Corporation (IFC), a member of the World Bank Group. In Vietnam, it was launched since July 2009. The programme engages with government, employers, workers, brands and other stakeholders to improve working conditions and boost competitiveness of the garment
industry.

In 2021, Better Work Vietnam aims to produce a professional video to be featured in the “Workers’ Month” event, which will happen in May 2021. The video will highlight the partnership among Better Work Vietnam and the programme’s tripartite partners and the impacts of the programme in creating better work and improving the lives of thousands of Vietnamese garment workers.

2. Assignment Components / Deliverables

The content of the videos should be focusing on:

  • Collaboration activities among Better Work Vietnam and tripartite partners including MOLISA, VCCI and VGCL at both national and provincial level.
  • Interview with key government partners about the partnership and impacts of the programme on the textile, garment and footwear industry and lives of garment workers.
  • A worker's story in person on how Better Work has improved their life and work life.

Deliverables:

  • A 3-5 minutes video clip, Vietnamese voice-over version
  • A 3-5 minutes video clip, Vietnamese voice-over with English subtitle version
  • All raw video footages

3. Production timeline

April – 15 May 2021

4. Main tasks

Below is a draft outline of what the video would need to include (this is list is not final, some elements may be dropped and other points may need to be added).

  • Story research and story concept/script/storyboard development for approval by Better Work Vietnam
  • Develop a timeline, detailed and comprehensive budget, and production plan in close consultation with Better Work Vietnam, proceeding with drafts and rough edit of video for review/approval.
  • Obtain copyright for music, stock images, Vietnamese voice-over and other materials used in edit

5. Cost and Payment Schedule

The consultant will propose their daily rate and number of working days for (i) film shooting in Hanoi and in the field and (ii) film post-production tasks.

In case transportation to the field (eg: other provinces) is required, the transportation will be covered by Better Work Vietnam. DSA/meal allowance of the film crew will be paid based on UN cost norm.

A single payment will be paid by end of the contract upon satisfactory completion of deliverables and upon receipt of signed invoices.

The consultant is responsible for his or her own medical and accident insurance. The ILO accepts no liability in the event of any loss to the external collaborator.

6. Application and deadline

Candidates shall submit the following documents in English:

  • A proposal that includes the detailed financial and technical aspects of the consultancy (including number of working days, daily rate… etc.)
  • An up-to- date CV of the consultant.
  • Examples of videography products.
