Vietnam Business Forum and Banking Working Group Officer

Tasks and responsibilities

I. Vietnam Business Forum Secretariat

  • Provide daily support for the VBF Secretariat by performing a wide range of administrative duties, including: (i) arranging logistical preparations for semi - annual Forums, working group meetings and other events/workshops; (ii) following up with both Forum members and government counterparts to provide comments/inputs for discussions/dialogues at working level; (iii) assisting in preparation of working group position papers/reports for working group meetings, Big Forum and VBF book; (iv) maintaining and updating database of the consortium’s members, working group members and stakeholders; (v) translating/drafting a variety of routine documents, applying effective proofreading and grammar skills in English; (vi) collect and consolidate monitoring & evaluation data
  • Conduct the procurement of goods and services for VBF, including: (i) initiating selection process of goods and services; (ii) preparing contracts for translators and interpreters for meetings and discussions of the VBF, contracts for vendors/suppliers for other related services for VBF.
  • Conduct administrative settlements of procurements for VBF, including: (i) work closely with vendors to obtain bills of office supplies and various administrative services; (ii) get approval from the authorized signatory before payments.
  • Assist in implementation of communications plans/strategies for VBF. This includes assisting in VBF Website upload.
  • Undertake ad hoc inquiries in relation to other tasks and assignments as required.

II.      Banking Working Group – Vietnam Business Forum

  • Promote a partnership between Banking Working Group and the State Bank of Vietnam and other related government bodies.
    • Promote the BWG within banking sector and raise its professional and profile.
    • Act in the best interest of the private banking sector to foster good working relations between the BWG and government counterparts to support and promote policy initiatives that emanate from the BWG.
    • Work closely with BWG members to organize technical meetings/workshops with related government bodies
    • Conduct follow-up dialogue and actions with the Government Counterparts, mainly SBV, on the various issues raised at BWG meetings with government counterparts.
    • Organise annual SBV Golf events and annual SBV Dinners.
  • Facilitate the continued development of the BWG which includes:
    • Coordinate BWG meetings including Executive Committee meetings, Legal and Compliance Sub-Committee meetings, Finance Sub-Committee meetings and HR Sub-Committee meetings and conduct meeting follow-up actions.
    • Coordinate inputs from and work with individual BWG members on the identification of policy issues and preparation of recommendations to the Government
    • Provide necessary support to enable better participation of foreign banks in the BWG
    • Be a point person for collaboration with the Vietnam Banks Association.
    • Organize BWG internal activities such as a quarterly 'learning' session, etc.
    • Other responsibilities involve.

BACKGROUND

The Vietnam Business Forum was established as a project of the Vietnam Consultative Group at a meeting between the Vietnamese government and its donor partners in Tokyo in 1997, as one of the first public-private dialogue projects implemented by IFC and the World Bank. For more than a decade, the Forum has established regular channels of communications between foreign and domestic companies with the Vietnamese government.

In February 2012, IFC transferred the operation of the Forum's secretariat to a consortium of international and local business associations and chambers of commerce to ensure the Forum's sustainability.

The Forum is now co-chaired by the VCCI President Vu Tien Loc and the AmCham representative Virginia B. Foote. Vietnam's Minister of Planning and Investment, IFC's Regional Manager for the Mekong, and the World Bank's Vietnam country director, are the VBF conveners.

The VBF includes 5 consortium members, 11 associate members and 11 working groups.

The Vietnam Business Forum Secretariat (VBF Secretariat) was established in February 2012 to play a coordination role for all VBF activities to ensure smooth function of the VBF and directly reports to the Management Board of the VBF Consortium.

SELECTION CRITERIA

  • Bachelor degree with at least 3 years work experience in relevant coordinating position in multi-national or international organization, preferably banking/finance and/or legal background.
  • Experience in specialized administrative/operational support functions (e.g., task management, database management, event/workshop planning, etc.) and ability to apply relevant procedures, processes and systems.
  • Organizational and practical problem-solving skills and ability to deliver assignments in a timely manner under severe time pressures.
  • Strong interpersonal skills in order to deal effectively with internal/external contacts at all levels; and commitment to work in a team-oriented, multi-cultural environment.
  • Extensive knowledge and use of relevant computer software.
  • Strong English language skills (verbal and written).
  • Highly motivated, dedicated, reliable, and flexible in order to achieve planned targets.
  • Willingness to conduct additional ad-hoc responsibilities other than duties directly related to this position as requested.

LOCATION AND TIMELINE

The assignment will take place in Hanoi Office. The position is for an initial period of one year.
