National UN Volunteer:    Specialist on Monitoring and Evaluation (voluntary position) – Full time
Duration:                                     1 year with extension

The United Nations Volunteers programme (UNV) is seeking a qualified Vietnamese candidate for a National UN volunteer position working as Specialist on Monitoring and Evaluation for United National Office on Drugs and Crime (UNODC).

UNODC is a global leader in the fight against illicit drugs and international crime, and it is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism. The three pillars of UNODC’s field office work are:

- Field-based technical cooperation to enhance Member States’ capacity to counteract illicit drugs, crime and terrorism;
- Research and analytical work to increase knowledge and understanding of drugs and crime issues, and to expand the evidence base for policy and operational decisions;
- Normative work to assist States in the ratification and implementation of relevant international treaties, and the development of domestic legislation on drugs, crime and terrorism.

To provide assistance to the UNODC Country Office in designing and implementing monitoring and evaluation exercises of drug control and crime prevention related fields.  In this regard, the UNV will participate in various activities in support of UNODC mandates and volunteerism which are relevant to the UNODC Country Office and its partners, including other UN agencies, international organizations, and NGOs.

Under the direct supervision of the UNODC Country Manager, the UN Volunteer will undertake the following tasks:

- To provide input and technical support on the development and implementation of monitoring and evaluation programming for country programme activities;
- To assist UNODC national counterparts in recognizing and responding to monitoring and evaluation (M&E) needs within in their programmes;
- To assist in the development and implementation of a UNODC country programme results-based impact monitoring framework;.
- To participate in the UN Monitoring & Evaluation Working Group;
- To undertake other UNODC monitoring and evaluation-related support duties as assigned by the UNODC Country Manager;
- To assist the office in meeting reporting requirements of UNODC and under the One UN, including on financial management issues;

QUALIFICATION/ REQUIREMENTS

- University degree in a science or social science field;
- Experience in the development and implementation of technical assistance projects, particularly in the UN framework;
- Knowledge of the main requirements of Delivery as One in Vietnam;
- Ability to write and produce results-based reports is required;
- Experience in using a mainstream statistics-oriented or database management software package is required;
- The working language for this post will be English, so strong English-language skills are required.
