ISET is seeking a Specialist in Water Resource Management with strong English language and technical skills to join ISET Hanoi office. This is one year contract with potential for extension. 

Position Description:
In collaboration with ISET Viet Nam country coordinator, technical lead, and ISET staffs based in Vietnam and in the region, to:
1. Support the  technical activities related to water resources management, hydro- hydraulic modeling under ISET ACCCRN and USAID programs in Vietnam
a. Ensure that ACCCRN and USAID program activities related to water resources management are implemented effectively in Vietnam, particularly three projects (1) “Da Nang Hydrology and Urban Development Simulation Model”; (2) “Quy Nhon Hydrology and Urban Development Flood Modeling: Strategies for Urban Growth in Nhon Binh Ward” and (3) “Enhancing Can Tho city resilience to respond to saline intrusion caused by climate change”
b. Collaborate with ISET Viet Nam technical lead to monitor and report on progress of city level implementation actions in Quy Nhon, Can Tho and Da Nang and two cities under USAID funded project.
c. Provide technical inputs on the applications of a climate change resilience framework to the modeling of combined hydrological-hydraulic and urban systems and review the flood and salinity intrusion models developed for the projects in Quy Nhon, Da Nang and Can Tho
d. Provide input to the ISET Viet Nam country coordinator to produce quarterly, brief project update reports in English for internal and external circulation
2. Collaborate with technical lead to develop concept notes and proposals in general and those related to water resources management in particular
3. Maintain regular communications with ISET Vietnam staff as well as other ISET associates globally as appropriate on work status, progress, and concerns
4. Provide input and support to ISET regional ACCCRN activities (learning, analysis and synthesis of methods, tools and outcomes)
5. Perform other jobs as required

Qualifications and skills:
- Masters or PHD degree in Water Resources Management/Natural Resource Management/Hydrology/related areas
- At least 6 years of relevant working experience
- At least 3 years of demonstrated experience in water resource management in Vietnam
- Thorough understanding of water resource management and hydrology in the Vietnamese context, relevant regulatory and policy framework at national and provincial level
- Strong communication, networking and teamwork skills. Experience working in a multi-disciplinary, multi-cultural environment is an asset
- Demonstrated written and oral communication and report writing skills in both English and Vietnamese
- Ability to work under high pressure to produce quality outputs with limited supervision and management
- Work experience with international development organizations and programs
- Well-developed computer and internet skills
- High integrity and transparency
- Supervision and Reporting

This position will report directly to the ISET Viet Nam country coordinator, Ms. Ngo Thi Le Mai, and the ISET Vietnam technical lead, Dr. Phong Tran.  Due to the physical distances separating staff, the specialist will be expected: (a) to be highly proactive concerning communication and reporting; (b) to be able to work well independently; and (c) to actively seek input and feedback on both their work and project progress.
