Vietnam Proposes $1T Annual Climate Finance by 2030 at COP29

Vietnam called for $1 trillion in annual climate finance and earlier net-zero targets for developed nations, state media reported.

Deputy Minister of Natural Resources and Environment Le Cong Thanh delivered the proposal at the COP29 climate change conference in Azerbaijan on November 19-20. He emphasized developed nations’ responsibility to lead and provided actionable steps for global climate cooperation.

Deputy Minister Thanh proposed that developed countries achieve net-zero emissions by 2040, ahead of developing nations. Meanwhile, the $1 trillion climate finance will help developing countries cope with climate change and carry out a just transition for the economy, society, and environment.

The Vietnamese delegation urged countries to fulfill current Nationally Determined Contributions (NDCs) and prepare NDC3.0 for future commitments. Progress on these pledges is critical to resolving challenges in global climate negotiations.

In addition, Vietnam emphasized international collaboration, advocating for the UN’s “Early Warning for All” initiative to equip developing nations with disaster early warning systems, enhancing preparedness against climate impacts. (Bao Tai Nguyen Moi Truong)
