Call for Proposal: Project for Children with Disabilities in Dien Bien, Lai Chau, Lao Cai, Ha Giang, Cao Bang and Thai Nguyen provinces

Background

The Netherlands Leprosy Relief (NLR), founded in 1967 and active in 16 countries, is a Dutch non-governmental and non-profit organization working to support and strengthen leprosy control and rehabilitation activities in countries where leprosy is still a prevailing health and/or social problem. With the decrease of the disease leprosy in the Mekong region, the NLR support in Vietnam, and in the Mekong region as a whole, is shifting from health related issues towards disability related issues.NLR has its Representative Office in Hanoi since October 8, 1999.

In partnership with the Netherlands Leprosy Relief (NLR), the Dutch organization Liliane Foundation(LF) is financing projects aimed at supporting children with disabilities and their families. These projects are coordinated by a Regional Coordinating Team (NLR-LF RCT), which is based at the NLR office in Hanoi.

The Liliane Foundation (LF) was established by a private initiative of Mrs. LiekeBrekelmans-Gronert in 1980. Today, Liliane Foundation is an established Dutch non-governmental organization collaborating with local Partner Organizations that assists more than 85.000 children and youngsters with disabilities per year in over 30 countries.

The vision of the Liliane Foundation is that children with a disability in developing countries participate as equals in the lives of their families and communities. Its mission is to open the world to children and youngsters with disabilities in developing countries and to enable them to participate in their community. 

To achieve its mission and vision the Liliane Foundation has developed two intervention strategies: Direct Child Assistance(DCA) and Capacity Development (CD).

DCA is the core intervention strategy designed as small-scale, person-centered assistance to children and youngsters with disabilities. Via this intervention strategy the Liliane Foundation and its partners provide access to: healthcare, education, the job market and social and legal inclusion.  

CDis a complementary intervention strategy of the DCAthat implies development of the partners' human resource, organizational and institutional capacities to perform better and achieve more sustainable results at the grass-roots level.

The key objective of the NLR-LF partnership is to support children with disabilitiesliving in families from resource poor communities and families can fully and actively participate in everyday life, joining in family and community activities.

Call for Proposals

The purpose of this “Call for Proposals” is to allow local organizations working for children with a disability to submit a concept note showing their interest in working together with the NLR-LF RCT projects. The concept should focus on the limitations that children with a disability encounter due to their impairments and the environmental (attitudinal, infrastructural, communicational, policy and institutional) barriers in their area, including the strategy of the organization to minimize these limitations and barriers.

Who can participate?

Eligibility Criteria
Applicants must comply with the following eligibility criteria in order to be considered for assessment:
- Social organization registered and operating in Vietnam
- Local NGO registered and operating in Vietnam
- Experienced in working with children with a disability, with a proven track record.
- Organizations active in one of the focus provinces: Dien Bien, Lai Chau, Lao Cai, Ha Giang, Cao Bang and Thai Nguyen

Assessment Criteria
The following criteria will be used to assess the key elements of the Call for Proposal:
- Compliance with the eligibility criteria is prerequisite
- Innovation
- Proven record of feasibility and sustainability in other projects
- High level of involvement of disadvantaged and disabled people in their project
- The social impact should be clearly understood and formulate
- The organizational capacity (financial, organizational and human resources) to implement the project.

How to apply?
This Call for Proposal is carried out in three steps;

Step 1: The applicant will submit the following documents:
1.An ‘Expression of Interest’ cover letter
2.A 2 to maximum 3 page concept note describing the strategy of the organization to achieve maximum participation in life, community and society of children with a disability
3.Applicant’s Organization Profile
The applicants should submit these documents (in English) to our office (contact information is at the bottom of the call) no later than 17:00 on 31st December 2013.
Applications will be screened based on these three documents and successful applicants will be invited forStep 2 of the application process.

Step 2:Is a visit of the NLR-LF RCT to the in Step 1 selected applicants to meet with the management of the organization and to discuss their concept note and organizational capacity. After and based on this visit the potential partner will be invited to step 3.

Step 3:The partner is requested to submit an annual project proposal and budget within the guidelines provided by NLR-LF RCT and within the maximum budget of 15.000 USD.

Financial support from NLR-LF RCT

The project will provide financial support for implementation of the proposed activities. The maximum financial support per partner organization is up to 15,000 USD annually. Funds will be made available through a partnership contract.
