Canada Fund for Local Initiatives in Vietnam 2015-2016: Call for Proposals

The Embassy of Canada in Hanoi is launching a call for proposals for The Canada Fund for Local Initiatives (CFLI) to seek projects that are of a maximum duration of four months (with activities completed by February 26, 2016). The Application forms can be requested at [email protected].

Background

The Canada Fund for Local Initiatives (CFLI) provides direct funding assistance to community groups, non-government organizations, people’s organizations and in exceptional cases, government institutions for small projects addressing governance, democracy, economic, and other social development issues. The Embassy of Canada in Hanoi is responsible for the CFLI in Vietnam only.

Guidelines

Eligible projects: must fall within at least one of the themes specified below:

1.    Preventing sexual and gender based violence;
2.    Protecting human rights and fundamental freedoms, including vulnerable groups such as sexual minorities;
3.    Supporting democratic transition and expanded democratic participation, particularly by women and minority groups;
4.    Entrenching the rule of law and combatting the destabilizing impact of crime and corruption, including through security sector capacity building;
5.    Preventing child, early and forced marriage (follow link for guidance)
6.    Protecting religious freedom (follow link for guidance)

Themes (1) (2) (3) (4) and (6) will have the  geographic focus areas of Hanoi, Ho Chi Minh City, and Hue; and theme (5) will have the geographic focus areas of Binh Phuoc, An Giang, Tay Ninh, Long An, Dong Thap, Kien Giang, Vinh Long (South West region provinces).

Eligible applicants

  • local non-governmental, community and not-for-profit organizations;
  • local academic institutions working on local projects;
  • municipal, regional or national government institutions or agencies of the recipient country working on local projects; and
  • Canadian non-governmental and not-for-profit organizations that are working on local development activities.
  • International organizations and local governments will be considered on an exceptional basis.

Eligible funding

Requests for core funding will not be considered. The average contribution is expected to be in the range of CAD $15,000-$35,000 for each individual project. Larger projects may be considered on an exceptional basis, with appropriate justification for use of funds.

Eligible duration

All project activities must be completed between the date of signature of the contribution agreement and February 26, 2016. Extensions to this date will not be considered. Final reports for projects must be submitted before March 11, 2016.

Applicants are requested to complete the CFLI Application Form for Project Funding and to submit one proposal package to:

No later than 30 September 2015. (Applicants are encouraged to submit earlier if possible).

The proposal package should include:

  • Application for project funding by the Canada Fund;
  • Letter of support from relevant authorities, (submission at a later stage is acceptable);
  • Letter of commitment from the implementing organization ensuring adequate human resources involvement during the project life, (submission at a later stage is acceptable).

CFLI staff will contact applicants of feasible projects to discuss the projects further or to provide guidance on further procedures.
Selection Criteria

The proposal must demonstrate that:

  • It is focused on innovative activities which exclude research elements, overseas costs, and the core operations or recurrent costs of a group or an organization;
  • It is fully supported by local authorities and an assessment was done to confirm need;
  • The project considers gender equality and environmental sustainability throughout the entire project process (in project design, implementation, monitoring and evaluation);
  • The local community is involved in all aspects of the project, including in the decision-making process;
  • The project objectives and expected results are specific, measurable, achievable, relevant and time bound;
  • The participants and their roles in the projects are clearly identified; there will be sustainable impacts; and
  • It is cost effective and contains a local contribution.

The applicant must demonstrate that it:

  • Has the organizational, managerial and implementation capacity to achieve the project’s expected results;
  • Is properly registered in Vietnam and has the support of relevant local authorities;
  • Has a demonstrated track record/experience in the proposed area of activity or has worked previously with the target group;
  • Can sustain the proposed activity or follow up on project results; and
  • Has adequate financial management capacities.
